Study On Improving The Agricultural Industrialization Public Policy Of Liaoning Old Industrial Base

To revitalize the Northeast Old Industrial Base, the state council has issued a series of revitalization strategy and plan. Today, the revitalization of Northeast Old Industrial Base has come more than 10 years, during this period, great changes have taken place in the Northeast Old Industrial Base, at the same time, and new problems have appeared which are worth studying. This study focuses on the policy formulation process, policy implementation, effect of policy implementation of the agricultural industrialization public policy of Liaoning Old Industrial Base.According to the agricultural industrialization public policy by Liaoning Province People’s Government and relevant departments releasing and the data from the Statistical Yearbook of Liaoning Province in 2013, on the basis of Comprehensive Model raised by Vedung, I modify the model for my study, I analyzed the three stages of the agricultural industrialization public policy, and summarized the problems in policy making, policy implementation, effect of policy implementation, including the lack of scientific in policy making, deviation in policy implementation, and policy problems reflected by effect of policy implementation. I analyzed the reasons from policymaking departments, policy implementation departments, policy target, and system construction and so on, and they contain unsound policymaking system, problems in policy implementation, and inadequate policy. I put forward countermeasures to solve these problems, it means standardizing the policy making process, improving the policy implementation and intensifying policy support.
