Construction enterprises is an important material production sector of the national economy, in the country to expand domestic demand and urbanization, the rapid development of the excellent situation. Guangxi’s construction enterprises in the country because of the development of the country, the Pan Beibu Gulf Economic Zone and the impact of China ASEAN Free Trade Zone related policies, ushered in the opportunity to flourish. But due to the construction industry’s own characteristics, such as engineering and production cycle long, materials to advance payment and labor to pay cash; enterprises to large amounts of cash in advance; the construction industry market competition leading to intense profit rate has been low, internal accumulation slowly; financing channel is narrow, single mode of financing, financing and other reasons, resulting in enterprise operating funds nervous, hindered the construction enterprise’s survival and development.In this paper, literature research, macro analysis and micro analysis, comparative study on the financing problem of small and medium enterprises in a comprehensive system, trying to put forward the effective measures to solve the problem of financing of SMEs in china. This paper first introduces the significance and background of the study, a brief review of the current situation of domestic and foreign research. Then the theory of small and medium-sized enterprise financing is analyzed. Then take the representative Yunnan local state-owned construction enterprises A state-owned enterprises as an example, through the analysis of its nearly three years of financial situation, its long, short-term debt service capacity and assets operation ability to demonstrate, and its existing financial structure for detailed analysis, from the A state-owned enterprise financing problems, in-depth analysis of its causes, and then put forward specific solutions. Secondly, summarize the measures taken by the United States, Japan, Britain and Germany in four countries, and draw some inspiration for the financing of A state owned enterprises. Finally, through the research on the financing problem of state-owned enterprises in A, it provides a reference for the management of the company, and finds out the financing way of the local state-owned construction enterprises in Guangxi, and provides the Countermeasures for the development of the construction enterprises.
