Effect Of Rural Surplus Labor Transfer On The Economic And Society Development In Huaihua City

Methods through empirical analysis on the labor force transfer, positive and negative influence on the development of Huaihua rural economy and society are studied.First of all, transfer theory research on Chinese and foreign labor are summarized and compared, the industrial revolution in western developed countries occur early, the scale of rural labor force transfer occurs early, this formation theory is more, is more mature, have bigger influence. But our country labor transfer appeared after the reform and opening up, only thirty years of history, this theoretical research started late, mainly to supplement the existing western theory.Secondly, the general situation and characteristic of Huaihua labor force transfer is studied, and points out that Huaihua region and labor transfer channels are diversified; transfer of labor quality is not high, but the wage level increased year by year; transfer of labor force quantity is becoming saturated, has become increasingly close to the "Lewis turning point".Thirdly, the paper investigates and studies the impact on Huaihua’s rural economy of rural labor transfer in Huaihua, and points out that the transfer of rural labor force is a double-edged sword, not only has a promoting effect on the economy of Huaihua, also has the barrier effect. Promote the mainly role in increasing the income of farmers, improve the level of consumption; to promote the local economic development and the improvement of the environment, to widen the horizons of farmers, improve the quality of workers, creating conditions for the transfer of land. Barrier effect mainly for lack of rural labor force, land abandoned more serious, left behind children and elderly left behind, the new generation of farmers development limited space etc..Finally, aiming at the existing problems in the transfer of migrant workers, put forward to promote the smooth transfer of the measures of migrant workers in Huaihua city.The results show that:the transfer of labor force increased the income of farmers, and promote the development of rural economy and society, but also brought the abandoned land, the rural labor force aging, feminine, resulting in the elderly and children staying in rural areas hindered the development of modern agriculture.
