In recent years, as China's reform and opening up, economic development, China's economic working as an important part of the essential market economy, has become a beacon of hope for the current president, and has an irreplaceable expansion potential and development trend. At present, China's 1.3 billion populations, China's farmers accounted for more than 60% of the total population, only 1.5 acres of arable land per capita in rural areas. Along with agricultural instruments coming into rural areas, rural labor productivity has been increasing, which have a large number of rural surplus labors. Agriculture was limited by the natural conditions so that there are so much hidden unemployment arising from the large slack. The contradiction of rural small and densely populated is the objective foundation to the labor market of surplus labor force in rural areas. The transfer of rural surplus labor has an important role to the development of the rural economy and promoting rural productivity, raising farm income, expanding domestic demand.This article is divided into five parts:First. Our fundamental characteristics of rural surplus labor in China's economic development process1, China's surplus rural labors are accelerating the transfer to non-agricultural industries. In the 1980-2004 period, the employment share of the first industry and agriculture has decreased by 18.75% and 24.69%;after 1990, the speed of the agricultural productivity is faster than the natural growth rate of agricultural productivity. 2, the transfer of surplus labor in rural areas is lagging behind change in the industrial structure. It requires smooth transfer of rural surplus labor that the rapid economic development, promoting the industrialization process, improving agricultural productivity.
