Manufacturing industry is an important foundation to support the economic and social development of our country and the significant power to promote the development of the world economy. In 2015 the government work report, it is the first time to implement the “China manufacturing 2025” determining to faciliate the innovation development of manufacturing industry as the theme and “innovation driven” as one of the basic principles of the action plan. China is a super manufacturing country, not “manufacturing power” in the world, because the independent innovation ability is weaker, the external dependence degree of the key core technology and high-end equipment is higher and the manufacturing innovation system with the enterprises as the main body is not more perfect.However, there are a lot of organizational slack, especially human resource slack in the process of the innovation of Chinese manufacturing enterprises. For a long time, China’s manufacturing industry has gradually formed an extensive mode of resource input and scale expansion which is leading to the expansion of production capacity. The resource deviation between the existing resources and the real needed resources is expressed in the form of organizational slack and and is expressed in many kinds of forms. Therefore, how to make use of the slack resources for enterprise innovation has become an important topic.In the past, the scholars mainly focused on the traditional classification of organizational slack and explored their impact on innovation and little attention was paid to human resource slack. Until recently, some scholars have begun to pay attention to and explore the relationship between human resource slack and innovation. However, they still have had different functional departments as a whole and have not distinguished the impact of the specific human resource slack on innovation. In addition, the extent to which CEO influences the corporate strategy depends mainly on CEO’s own powers and how to use them. Therefore, it is necessary to explore the relationship between the human resources slack of different functions and innovation and regard the powers of CEO as contingency variables.Market competition is ultimately the competition of highly precise technology, and the final decision role is still the technical team of the enterprise. Therefore, this paper takes the IPO enterprises of manufacturing industry of the Growth Enterprise Market in China as the sample to explore the effects of technician slack on innovation both within firms over time and among firms and the contingency effects of CEO powers among firms and cross levels using hierarchical linear models(HLM).The conclusions are as follows:(1) while the technician slack negatively impacts innovation within firms over time, the technician slack positively impacts innovation among firms.(2) CEO ownership power plays a positive contingency role in the relationship between the technician slack and innovation among firms, but no contingency part in the relationship between the technician slack and innovation within firms over time.(3) CEO expert power plays a positive contingency part in the relationship between the technician slack and innovation not only within firms over time but also among firms.(4) CEO structural power and CEO prestige power play a contingency role in the relationship between the technician slack and innovation neither within firms over time nor among firms.This paper earlier studies the relationship between the technician slack and innovation, which may not only provide a new way of thinking and reference for the theory research, but also provide some theoretical guidance for the development and utilization of the technician slack in manufacturing enterprises.
