With the change of the lifestyle and production of human and the progress of science and technology, the impact of high-tech economic development has been widely recognized, not only the enterprises themselves start to focus on research and development, the financial investment of science and technology and the introduction of high-tech talents, but also the provincial government focused on investing in science and technology development to stimulate economic development, In line with the principle of science and technology can create wealth,and technology can change the way of production, they also insist on the important role of science and technology.This article will use the data of provincial R&D expenditure, public financial expenditure on science and technology,human resources of science and technology and GDP of the 31 provinces and cities from 2005 to 2013 to analysis the influential factors of GDP. First of all, make panel data models of the three dependent variables with the independent variable,and come out with a result of the regression model.Taking it into account that the general panel data model can not reflect the spatial correlation of the provincial science and technology,while in the real life,there exist spatial correlation,under the spatial economical correlation,the panel data model becomes not reasonable. Therefore, after the determination of the influence of the three dependent variables to the independent one,then turn to the spatial panel data model to embodies the advantages of it. The experiment shows that the results that science and technology economic indicators have negative impact on economic growth of ordinary panel data model are inconsistent with the fact.But it will be relatively in line with economic facts after the use of space panel data model, at the same time spatial effects are in line with the geographical facts.The study of econometric data by spatial panel data model is similar to that by panel data model, first do the correlation test,then do the hypothesis of models and using Wald test and Hausman test to determine whether spatial lag model,spatial errormodel or spatial Durbin model is reasonable and whether the effects are fixed or random,respectively.We finally come to the conclusion that a spatial error model with fixed effects is better for the study of the relationship between GDP and R&D expenditure, public financial expenditure on science and technology.
