The Study Basing On Spatial Panel Data Model On The Level Of Development Of Flow Economy And Impacts Of Factors On It

Flow economy and Internet economy are all new economy. Flow economy can promote economic development in a region mainly through efficient, standardized and orderly flow of economic elements and its optimal combination, radiation and expansion in the process of flow. Flow Economy is a economic model fitting urban development for a regional center constructing the platform and through which attracting outside material, capital, talent, technology and information resources, and other elements in the region to gather, through reorganization and integration of the elements, to promote the development of related industries. It has now become the consensus of experts and scholars at home and abroad and government officials that developing flow economy can promote the economic development of a regional.Flow economy become a new field of economics in the process of reform and opening up in China .The academic community at home and abroad are not yet clear, in-depth study on the onnotation, definition and other relevant theoretical issues of flow economiy.The paper adopted spatial panel data from the 31 Chinese provinces during 1999-2006 to evaluate the level of development of flow economy and analyse the impact of factors on it throuth spatial econometric method.The result shows that according to economic contribution of the five flows the flow of funds has the largest weight, followed by information flow, logistics flow, finally technology flow; the spatial distribution of China's developmental level of flow economy is extremely uneven, showing a pattern of high-east and low_west; there is a strong spatial autocorrelation in the overall spatial distribution on the developmental level of flow economy ; Because of the significant spatial spillover effects, the OLS that is a traditional method is no longer valid,therefore spatial econometric method should been adopted; Regional infrastructure have positive effects on developmental of flow economy; the higher the degree of marketization, the higher the level of development of flow economy; the higher wage level, the better the level of development of flow economy; Market potential's effect on flow economy is complicated ; human capital's effect on the developmental level of flow economy is unknown. At the same time the paper put forward policy proposals that Attention should be paid to strengthening economic cooperation of surrounding regions and to enhancing the welfare of the wage level in a region ;to reducing government intervention in the economy, to breaking local protectionism; to strengthening to construct transport and communication infrastructure; to developing the domestic market indeed to increase domestic demand; to positively introducing New technologies to improve production efficiency.
