Jinghong Collective Construction Land Circulation Status And Policy Suggestions

The circulation of rural collective construction land contracted management right is not only the reform of land administration system, but also the reform of rural land property right system. It is of significant importance to intensify land administration and cultivated land preservation, to realize the peasants’land ownership, to liberate and develop the productive forces of rural society, and to promote the new rural construction as well. However, currently as the collective construction land circulation is not yet legally identified in national laws and regulations, local governments can only carry out experimental practices based on government’s normative documents, which led to various problems, including the relevant policies & regulations for circulation and administration of collective construction land severely lagging behind land market development, irrational income distribution, frequent circulation conflict, over interference by administration in the circulation of collective construction land, short-termism of land management behavior, and incomplete manifestation of collective construction land value. This thesis brings forth policy suggestions for Jinghong’s collective construction land circulation, based on the investigation and analysis of the current status of collective construction land transfer in five selected towns in Jinghong city.
