Study On Improve Chinese Pesticide Registration System

In recent years, in China and abroad food safety incidents occur frequently due to pesticide residues exceed the standard. This prompts the countries to continuallystrengthen pesticide management and pesticide residue monitoring efforts. At present, Chinese Pesticide registration system is not suitable for current strict pesticide management requirements, also have a big gap compared with developed countries. Therefore, it is necessary to amend the "pesticide management regulations" as soon as possible, improve pesticide registration system further,from the source to ensure to produce and use pesticide safely, and improve the agricultural products safety.This thesis use public choice theory, for the example of Methamidophos etc 5 kinds of highly toxic pesticides banned, make empirical research on adjustment effects of pesticide registration system. This thesis analyze the existing situation, the problem of pesticide registration system in China, make comparative research for the system of other countries, presents policy recommendations to perfect the registration system of pesticide construction further, so as to improve the safety of agricultural products further.Chapter one of the thesis firstly introduces research background, research objectives, research content, research methods, technical route, research and review of current status inside and abroad. Chapter two expounds the concept of agricultural registration system, the agricultural product and public choice theory. Chapter threemainly analyzes the present situation, and the problem of domestic pesticide registration system. Chapter four analyzes adjustment effects of pesticide registration system, Methamidophos etc 5 kinds of highly toxic pesticides banned as an example. Chapter five and chapter six puts forward policy recommendations to improve pesticide registration system, through comparative analysis of the experience of foreign pesticideregistration system. The thesis proposes three policy recommendations:Establish pesticide registration management philosophy to safety as the core; improve Chinese pesticide registration management system; further improve the content of pesticide registration management.The innovation of this thesis lies in:from the perspective of innovation,from the angle of 10 years of pesticide product structure changes before and after the ban of methamidophos etc 5 kinds of highly toxic pesticides, this thesis make empirical research on adjustment effects of pesticide registration system, and presents policy recommendations to perfect pesticide registration system further. This has a certain practical significance to strengthen pesticide registration system construction, promote the sustainable and healthy development of the pesticide industry, to improve the quality and safety of pesticide products.
