Research On China’s Basic Pension Fund Investment Operations

In the reform of the endowment insurance system, endowment insurance fund is raising gradually from past the PAYG system to part accumulation system transformation. However, in the process of reform, the huge amount of implicit debt problem, the individual account of the empty account operation and a series of problems, which affect the operation and development of the basic pension insurance system. In practice, because the price index continues to rise, the devaluation of the renminbi, China’s basic pension insurance fund, a lot of stealth devaluation, the number of sharp decline. And there is a huge gap between the amount of assets and the demand for the future, which brings a huge risk to the health of the pension insurance system. At present, the number of the elderly population in China is increasing rapidly, and the financial expenditure project has been overwhelmed. Therefore, the reform of the basic pension insurance system is imminent. We want to actively promote the basic pension insurance fund market operations, in the realization of a stable income, at the same time to ease the financial pressure, to solve a huge number of elderly pension problems.The content of this paper is about the investment operation of China’s pension insurance fund at present. This paper introduces the practical background, significance and theory of investment operations, on the basis of this analyzes the current situation of China’s pension operations, and points out some of the problems, and then analyzes the reasons of these problems, and on the basis of learning from foreign advanced experience, put forward to improve the basic pension fund investment and operation of the method. This paper also makes an empirical analysis of the national social security fund and the enterprise annuity investment stock market, and discusses the feasibility of investing in the stock market in China.The text is divided into five chapters, the specific content of the research is summarized as follows:The first chapter is introduction. It mainly introduces the significance and background of the research, literature review, research methods, innovation and deficiencies of this paper.The second chapter is the theoretical basis of the basic pension insurance fund. This chapter firstly expounds the concept and principle of the investment operation of pension insurance fund, and then introduces some investment theories, such as the investment operation investment portfolio theory, investment operation risk theory and investment supervision theory. And that’s for provide theoretical support for the research of basic pension fund investment operations.The third chapter is the basic endowment insurance fund investment operation status analysis. This chapter firstly introduces the present situation of the investment operation, and then, summarizes the existing problems in the investment operation.The fourth chapter is the basic pension insurance fund investment operation experience for reference. This chapter first introduces the operation of the United States, Germany, Chile’s pension fund, the management system and investment operation mechanism of the system is analyzed in detail, and put forward the reference significance to us. Secondly, the national social security fund and the enterprise annuity investment case analysis and evaluation, in order to obtain the basic pension funds from the experience.The fifth chapter is to improve the basic pension insurance fund investment operation of the countermeasures and suggestions. From the aspects of investment operation mode, investment regulatory mechanism, the paper puts forward the reform proposals based on the situation of our country and the practical and feasible.
