Along with the economic and social progress and the growth of the population, the regional system which human’s survival and the development must be depended is facing more and more trammels, vulnerability is one of them. How to face the vulnerability is becoming one of the research hotspot and frontier problems in many fields. This article follows a new perspective of vulnerability to explore the development problems of the regional system.This article collates results about classic research field of vulnerability, such as natural disasters, ecological system, groundwater, and to explore new areas. Then it puts forward the concept, connotation, influence factors and the relationship with sustainable development of regional system development’s vulnerability. Modeling about regional system development’s vulnerability by using the Entropy-TOPSIS Method, and use the method to assess the vulnerability problems in Beijing-Tianjin-Hebei Metropolitan Circle’s 8 cities in Hebei Province.In the study of the vulnerability of Beijing-Tianjin-Hebei Metropolitan Circle’s 8 cities in Hebei Province, firstly, a particular system of index can be built to evaluate regional system; Secondly, analyzes the natural, economic and social system’vulnerability of 8 cities in Hebei during 11th Five-Year Plan and 12th Five-Year Plan. We can find that the vulnerability of ecosystem, economic system and social system is declining. But in accordance with the standards of vulnerability, the degree of vulnerability is different of the 8 cities. Thirdly, from the point of itself and the regional systems, we can find the countermeasure to solve the problems which existing in the development process. It can provide certain theoretical basis for how to carry out internal and regional system development in Hebei province.
