At present, the frequent occurrence of unexpected events, various countries have caused great harm, cities suffered various degrees of damage, the public in financial physical and psychological aspects had different degrees of impact. In fact, these unexpected events arised many problems, in the face of unexpected events, cities, industries and enterprises becomes more vulnerable in various areas, therefore we have to carry out the relevant vulnerability assessment. Vulnerability assessment study of enterprises for disaster reduction, disaster reduction investment and disaster risk management has a very important significance. Now, many world disaster management organizations and government departments have put the focus on the risk management and vulnerability assessment .This paper used the integration of theoretical analysis and empirical , comparative analysis of vertical and horizontal integration, the integration of qualitative analysis and quantitative research methods. It is very impotent for sustainable development and emergency management, also the need to address the major theoretical and policy issues.
