The Problems And Solutions Of Industrial Shift From PRD To County Gong

Midwest district where poverty can be the external factor in driving industry transfers. However, during the process of transferring, a number of counties ignore the limited resources in local areas, leading to blindly undertaking industry transfers.In order to better instruct the industry transfer for counties in poverty and provide suitable advice and theories for local governments, this paper chooses County Gong, City Yibin as an example to address the basic background, specific solutions, main effects, restraining factors, the capacities, advantages and problems of undertaking this shift. Based on case-analysis of successful domestic and foreign cases, this paper adopts Principal Component Analysis (PCA), Location Quotient, Analytical Hierarchy Process, Fuzzy Comprehensive Evaluation. We can get the following conclusions:Firstly, the industrial shift in County Gong is not sustainable and environmental because some developments have been achieved at the price of drastically exploiting local resources and causing heavy pollutions. Secondly, Industrial gradient coefficient over 1 is proved to be mine industries; therefore, resource-intensive factories are leading the shift in County Gong. Thirdly, the average score for the ability to undertake industry transfer in County Gong is 43.6, which ranks the third next to County Yibin, Junlian among the eight counties in City Yibin. Fourthly, County Gong is confronted with many restraining factors, such as badly shortage of water and industrial construction land, poor ecological conditions, underdeveloped logistics industry, badly in need of elite groups, small scales of central cities and poor radiation effects. Last but not least, County Gong is still suffering from severely bad transportation, low level of undertaking the shift, unreasonable industrial structure and distribution, not well-developed industrial chains, lacking a set of industrial supportings, inappropriate strategies and inefficient public service, competition among nearby counties in disorder, and so on.Lastly, on the basis of carefully exploring the situation in County Gong, this paper comes up with the following seven suggestions on industrial shift. Firstly, dealing with lack of water by carrying out the construction of Piaoshuiyan reservoir and improvement of city water system. Secondly, to thoroughly improve the local transportation conditions, establishing a complete network of transportation is vital and imminent. Thirdly, in order to avoid the competition among counties in disorder, it’s important to set up pooling-of-interest by undertaking the industry transfer in cooperation. Fourthly, by vigorously promoting modern logistics industry, leaving a healthy foundation for the shift. Fifthly, revolutionizing concepts of industrial shift and making the most use of Chamber of Commerce. Sixthly, emphasis on revolution, enhancing industrial supportings and prolongation of industrial chains. At last, improving public service to display regional soft power.
