| The collaborative development of Jing-Jin-Ji district is significant national strategy, which is important to promote the development of Bohai economic circle and strengthen radiation effect of the north economic center. It offers scientific practical guiding meaning and theoretical creative value towards the assessment on degree of Jing-Jin-Ji district development.The status of regional collaborative development meant to realize the maximized economic benefit and social influence within the limit of resources and environmental capacity. The assessment of it included three factors, such as economy, society and resources and environment. The relationship between these factors is the foundation of assessment. The principal component analysis is a comprehensive assessing method to objectively analyze their relationship between factors. Based on principal component analysis and coordination degree function, it built regional collaborative degree assessing model. The developing scores for various areas analyzed by Principal Component Analysis represented their developing status. Those scores could be brought into collaborative function to calculate their collaborative degree of regional development. Jing-Jin-Ji district is a complicated regional system, with bi-literal dimension of regional structure (Beijing-Tianjin-Hebei) and functional structure (Economy-Society-Resources and Environment). Based on these two dimensions to separately calculate the collaborative developing degree of Jing-Jin-Ji district from 2004 to 2013, it resulted that the regional subsystem and functional subsystem of Jing-Jin-Ji district was in low collaborative developing status, caused by several main reasons such as lacking of coordination, inappropriate industrial structure, unbalanced public service resources and deteriorated ecological environment. Under such circumstance, the counter measures and suggestions including breaking political walls, defining industrial orientation, promote integration of public services and strengthen the cooperation of ecological protection were proposed, in order to build appropriate distribution mechanism of benefits and new platform for regional cooperation as well as new and creative thinking for sounder industrial transferring policies. |
