Research On The Evaluation And Countermeasures On Coordinated Development Of Regional Economy Of "Blue-yellow" District In Shandong Province

The blue economic zone of Shandong peninsula and the efficient ecological economic zone of the Yellow-River delta play unique role in the national regional development of China,and the coordinated development of regional economy of “blue-yellow” district has the vital significance to the development of shandong province.On the basis of this background,this paper analyzed the development status of regional economy of “blue-yellow” district,and introduced the location,the resources and the industries of these two areas respectively.It made a brief description of their advantages and disadvantages.Furthermore,the paper estimated the difference between two districts according to extreme value ratio,variable coefficient and Wei Houkai coefficient,and the analysis shows there exist differences between the two areas and the differences shows the growing trend.To define the specific level of coordinated development,namely,determining the degree of difference,the paper built the evaluation index system of “blue-yellow” district under a certain principle.It determines four dimensions about growth,competition,harmony and attachment according to the system theory model,and some specific indexs such as the total economy,industry development,the export-oriented economy,human capital,infrastucture,the technology and education,resources and environment are selected,which in essence makes analysis about the relationship between the economy and other sub systems such as society,resources and environment.The paper uses the principal component analysis and coordination formulas to calculate the specifc coordination results of “blue-yellow” areas from the year 2004 to 2013.The research shows the phase of the two areas is in less coordination stage.Although during this period,the coordination degree had sometimes been improved,it is not coordinated on the whole.And from the results,it can be found that the two areas ignored the harmonious development while pursing the economic growth.In view of the coordination status,this paper ananlyses the main factors affecting the coordinated development,including the flow of funds,industries,the resources,the talents,the infrastructures and polices and so on.At last,the paper analyzes the economy coordinated development measures for two districts,for example,improving the consciounsness of coordinated development,inhencing the ability of innovation,the upgrading of the industrial structure,making the coordination of the market and coordinating the mechanism.Moreover,some specific suggestions aiming to improve the economy of the concrete cities of “blue-yellow” district are rasied.
