Study On Urban Land-using Efficiency Of China’s Central Region

Urban land is necessary inputs for city’s life and production, and it’s very important to social development and urbanization process. As the population grows, the demand for food increases and living space have increased directly, then it has leading to the expansion of land-using, the scarcity of land resource is more obvious; At the same time, the continuous development of urbanization has brought a series of problems, such as the contradiction between the supply and demand of urban land with population increasing and improving activity degree in economy, the blind expansions and poor utilization of urban land. Therefore, the improvement of land-using efficiency is crucial to social economy and the development of urbanization. The rational planning and scientific disposition of land is an inevitable choice which can make the limited land resources meet more demands and per unit of land area bring the more efficiency. At present, the central region is in the exploration phase of rapid urbanization, the urbanization is less than rhythm control, the problems appeared in the process of urban land-using, therefore the efficiency of urban land-using problem is worthy of attention.By reviewing research results of city land-using theory at home and abroad, this article defined some basic concepts, such as urban land & the efficiency of urban land-using, and select the stochastic frontier analysis (SFA) as measurement methods of urban land use efficiency based on some main measurement methods. This article use the eighty cities in China’s central region as the object of study, construct index system, and we get following conclusions from the analysis of urban land-using efficiency during 2005-2011:(1)The average land-using efficiency in central region is low, and the growth trend of efficiency is not obvious during the period of 2005-2011. (2)The majority cities’urban land-using efficiency is low, and the efficiency of eighty cities in central region has present "pyramid" characteristics. (3)The urban land-using efficiency in southeast area is generally higher than in the mid-west area, and the similar urban land-using efficiency between near cities, and the core city has strong driving function. (4)The geographical location, traffic, economic level, industrial structure, urbanization level and land price level are important factors affecting urban land use efficiency.Finally, based on the results, this article provide several policy implications to improve the efficiency of urban land use in central region:(1) Enhance the cooperation & communication between the core city and other cities. (2) Push forward the land marketization process sequentially. (3) Improve the level of economic development, and promote the rationalization of industrial structure development. (4) Accelerate the process of urbanization, and pay attention to the quality of urbanization. (5) Coping with opportunities and challenges of real-time policy.
