Research On The Government Supervision Mechanism Of Foreign Scientific Misconduct

Scientific research is not only the important function of higher education, but also a key factor in the connection between a country and the world. However, with the rapid development of economic and social environment, the clean academic platform is constantly being eroded from many aspects, and the influence of the scope is increasingly expanded. Government get involved in the governance of research misconduct contribute to playing its overall and leading role, but in our country the government who bears the main management responsibilities of research misconduct. Due to its regulatory mechanism has not informed and the efficiency is low, the scientific research development has been hindered. Analysis of the current status of scientific research misconduct materials found that, previous studies mainly based on the prevention of scientific research misconduct to conduct a macro-description, which lack of taking the government as the management subject of scientific research misconduct to carry out deep mining and systematic analysis of its supervision system and operation procedure.This paper takes the scientific misconduct regulatory body-the government as the starting point, based on a great deal of literature, from the perspective of the government to analyze research misconduct and its regulatory mechanism, reveals the legitimacy and significance of government in governing research misconduct, so as to clarify its position and function. Denmark and the United States the model countries of government supervision with research misconduct problems. The article takes the two countries as representatives to explore their supervision systems and specific practices in management scientific research misconduct, then summarizing each characteristic in the process of preventing research problems, using the comparative research method to analyze the similarities and differences of the two misconduct supervision mechanisms. Provide guidance for our scientific misconduct regulatory mechanism construction and improvement. The paper mainly includes the following research contents:First, the thesis from the government’s function of scientific research management, the relationship between the government and the research institutions, institutions lack of internal management and other aspects, to reveal the legitimacy of government intervening in running scientific research misconduct. And on this basis to illustrate the significance of government as the main body of scientific misconduct governance, in order to control the common grounds macroscopically when government supervise scientific misconduct management.Secondly, this study selects the typical state of government leading scientific research misconduct governance—the United States and Denmark, detailed analyze their government regulation mechanisms of scientific misconduct. This section clarifies the United States’ rights, obligations and category relationships of the regulatory authorities at all levels in the process of preventing misconduct,and according to their practices in dealing with scientific misconduct issues of different agencies,combined with specialized management institutions in preventing scientific misconduct to further clarify their detailed investigation procedure, and the protection of running system. Based on this, assesses the U.S. government’s regulatory effectiveness when administers scientific misconduct. With the model of the Nordic countries—Danish as an example, this chapter describes its system of scientific misconduct governance, clear responsibilities and authorities of each department. Then from the highest state body in preventing research misconduct—the Danish Committee on Scientific Dishonesty to start, parsing its management system and operational mechanism of misconduct, and as a theoretical basis to analyze and summarize its unique highlights in the government supervision mechanism of scientific misconduct.Finally, the comparative research method is used to summarize and analyze the similarities and differences between the United States and Denmark on the prevention and control of scientific research misconduct. The article bases on this foundation and China’s current research misconduct governance status, from three aspects to put forward detailed and operational strategies: perfecting scientific misconduct supervision system; norming and sounding security system of policies and regulations; establishing comprehensive management mode of preventing scientific research misconduct. Thus, purifying the atmosphere in the research field of our country and optimizing the management system of scientific research misconduct.
