While under the quick developing of science and technology as well as the increasing active research activities,plagiarism and academic fraud throughout some colleges,universities and research institutes caused very negative impact.Therefore,morality and conscience in the academic circles have been greatly challenged.Supervising and managing the academic misconduct from institutional level has become the consensus of the government departments and the scientific community.The world's major countries have begun to pay attention to and study the causes and problems of academic misconduct,and began to establish and improve the academic misconduct of the supervision and treatment mechanism.The United States,the first to study academic misconduct in the United States,has initially established a clear hierarchy,mutual coordination of the regulatory system and a wide range of coverage,content and norms of scientific research integrity education system.Britain,Germany,Canada and other countries established with funding agencies and academic organizations for guidance,academic misconduct supervision and management mode to the basic scientific research institutions as the main body,has a unique advantage in maintaining academic freedom at the same time to strengthen the governance of academic misconduct.Although the study on academic misconduct in the Asian countries started late,the construction of scientific research integrity system is relatively weak,but in recent years,it has developed rapidly.In recent years,China has issued a lot of documents and regulations to the management of academic misconduct,but it seems to have little effect,the system,effective academic misconduct management model has yet to be established and improved.By the end of 2005,the general office of the State Council issued a "guidance" on optimizing academic environment,put forward the innovation orientation,academic autonomy,self-discipline,the law school and loose tolerance five principles,based on "autonomy and self-discipline" on the "law",adhere to the moral self-discipline and norms simultaneously.The construction of education,prevention,supervision and punishment in one of the academic credit system,put forward new requirements to maintain scientific integrity and handle the problem of academic misconduct.The governance of academic misconduct was studied,in order to establish and perfect the governance mechanism to provide reference for academic misconduct,to prevent and reduce the occurrence of academic misconduct,maintaining academic integrity and academic dignity,is the current need to study and solve problems.ObjectiveUnderstand the treatment situation of academic misconduct in China and the existing problems,analyzes the causes of these problems,and compared with the advanced countries in the world dealing with academic misconduct,analysis of the advantages and shortcomings of foreign models,its essence,to its dregs,explore in line with China's national conditions of academic misconduct governance mechanism.To provide reference for the maintenance of China's academic integrity.MethodsBy using the methods of literature analysis,comparative analysis and case analysis,the research on how to construct the governance mechanism of academic misconduct in our country is carried out.Results and ConclusionsThe first clear concept of academic misconduct: refers to in the formulation of planning,scientific research,review research reports,reports the results of forgery,tampering,plagiarism: violation of norms of scientific community,which can be research misconduct and review into misconduct,the application of research misconduct,scientific research projects in the implementation of Scientific Research Report of the misconduct of several types,each type of detailed and specific form.Secondly,the governance mechanism of China's academic misconduct are analyzed,according to our country's governance mechanism is not well established,the system of academic misconduct,punishment of academic misconduct more serious part mainly scattered in the legal provisions,some department regulations although treatment on academic misconduct has more detailed provisions,but more often because of the lack of force and formality.Finally find out the reference of foreign mode of academic misconduct in China governance: attach great importance to the cultivation of scientific moral foundation,and research institutions to undertake corresponding obligations to establish specialized agencies handling academic misconduct and to speed up the legislation of academic misconduct.Combined with the Chinese reality,explore the governance mechanism of academic misconduct in China: to establish a clear and clear division of academic misconduct in the policy supervision system;The introduction of unified norms of academic misconduct in the national level policy norms.
