The Research Of The Evaluation Performance Of The Basic Endowment Insurance System In Hebei Province

Basic old-age insurance system is the main part of the endowment insurance system in China, and it’s the important content of the construction of the modern social security system. The basic endowment insurance system in China started with the contract worker endowment insurance in 1986, and it has experienced a development of 30 years. Basic endowment insurance, supporting the survival and development of the whole of the insurance business, is the "shock absorber" of the social stability, and it is one of the important measures adjusting the social income redistribution and regulating the income gap. The expansion of the basic endowment insurance, has drawn more and more attention from all the sectors of society. The performance of the basic endowment insurance system, is bound to affect its strategic position in the whole social security system. Hebei province acts as an important member of the Beijing-TianjinHebei integration, the performance of its entire system of old-age insurance system has important influences on the development and changement.After combing the related literature at home and abroad, this paper inspected the evolution course of basic pension insurance system in China. In this paper which is based on the reality on the basis, through expert interviews, the author used the Analytic Hierarchy Process(AHP) to construct the performance evaluation system of basic endowment insurance system including three dimensionalities namely, finance, sociality, and internal organization development, and twenty indicators. This paper made an empirical analysis of the basic endowment insurance system about the average level of China and Hebei Province. This paper measured comprehensive performance and component performance of the basic endowment insurance system from 2005 to 2014, and through the comparisons of time series, found the variation trend and the law of the system performance, trying to find out the important factors which relatively act a more important role in the performance of the basic endowment insurance system. Then through longitudinal comparison of the performance of the basic endowment insurance system between the national average and Hebei Province, this paper made analysis about the basic endowment insurance system in Hebei Province.Through the analysis of the performance of basic endowment insurance system, the author found that the performances of the endowment insurance system in Hebei province and the average level in China have not much promotion during 10 years, but the classification index has changed to different degrees. Through performance data, this paper analyzed the change law of the various performance indicators, and its increase or decrease. It can be seen that the performance of the rate of coverage of basic old-age insurance system is rising, but the performance of the replacement rate of the fund fell, which leading to the unconspicuous uptrend of the comprehensive performance. So this paper emphasized and analyzed the pension fund balance and replacement rate and pension security coefficient. Through research and analysis, this paper found, in Hebei province and China, the payment of funds of endowment insurance is becoming ever greater. The paper analyzed the possibility of the system to further expansion, and explained the problems in the system, such as investment operation, supervision and assessment. For some common problems, I put forward the policy suggestions to perfect the basic old-age insurance system.
