In order to further promote the development of the Shanghai international center, China approved the establishment of the China(Shanghai) Pilot Free Trade Zone toward the direction of international metropolis.At the same time, according to the China(Shanghai) free trade area overall plan, Shanghai needs to develop the new type of trade forms,deepen the offshore trading pilot and support the development of offshore trading for the test zone companies. Thus the establishment of a free trade zone in Shanghai developed China’s offshore trade,which brings a lot of opportunities once in a blue moon.Offshore trading is a new mode of trade whose concept and classification is fuzzy. The author on the basis of the study of references summarised, analyzed and defined. And offshore trading is classified through the connotation of the offshore trading and participants from the business mode, the mode of transportation and trade subject. In terms of Shanghai port conditions, industrial structure, the number of multinational companies and market demand,the auther expounds the feasibility of the Shanghai free trade zone developing offshore trading and analyzed the reasons of the Shanghai free trade zone development offshore trade,such as shipping center to expand global trade function and to become the world’s sixth largest urban agglomeration. In this paper, by using the method of case analysis,INEOS Shanghai co., LTD is selected as the research object,which has rich experience of offshore trade. Based on the problems in the process of developing offshore trade, we concluded the common problems of Shanghai free trade zone’s development for example foreign exchange, tax, settlement, services, and financial obstacles. By learning the expericence of offshore trade in Hong Kong SAR and Singapore, we put forward relative strategies to solve the problems from the multi-disciplinary angles. Finally we studied the future business movements of offshore trading companies.
