Currently, the skill of information system structure is mutual. The basic technology is stable since the change from internet structure to logic code, database to information management system, and so on, brings the possibility to use them during the innovation of political and ideological management. It will be a good method to provide the information and status of staff’s thinking and ideas to the top level timely and accurately in order to response or solve the issues correctly for proper and efficient management. With this system development, it can generate and increase the new modern management level in the company during the guidance of political and ideological work, and to be a great milestone as well.Based on the condition and change caused by internet, this article aims to integrate all the possible source of the company and set up the Interactive Communication System for Staff in Harbin Railway Bureau orderly and scientifically by using the internet technology based on B/S structure during political and ideological work. It focuses on:Firstly, deep analysis of status and problems happened currently, it defines the target and design criteria of information system including the detailed analysis of needs.Secondly, based on the requirement, it points out the main functional working process of the system by using the B/S mode in the information system nets, general structure and functional levels. It also describes the plan of main functional modes and safety method of system development.Finally, conclusion is given to the development described in this article. Summary of the result from the research, weakness or potential issues are pointed out as well for the improvement in future.
