Hegang is the Strong City of rice processing in China Green-food industry is one of the three leading industries in Hegang for the present stage.Especially the rice processing industry is playing an important role in supporting regional economic development and the rice processing leading enterprise has the nationwide lead-edge technology.But in Hegang,economic development lagging behind,the faultiness on the financial system construction and single financing mode,all these problems are hindering enterprises’ development,especially for the problem of difficult financing.This study is based on the relevant theory, combined with the financing characteristics of SME on rice processing, taking an example of Hegang Taifeng Grain and Oil Co.,Ltd,and actively exploring a solution to solve the bottleneck issues on enterprise financing,which can make the operation control of rice processing enterprises better an remit the bottleneck of rice processing enterprises development and reduce the employment pressure.Moreover,it might promote the continuous and stable development of primary industry in Hegang.It is a challenging topic which has practical research significance.The study in this paper adopts some common scientific methods which are Literature Research, Case Research,Investigation and Interview etc. to investigate and research the financing problem of rice processing enterprises in Hegang on the basis of associated professional knowledge with rural regionaldevelopment.The study in this paper adopts some common scientific methods which are Literature Research, Case Research, Investigation and Interview etc. to investigate and research the financing problem of rice processing enterprises in Hegang on the basis of associated professional knowledge with rural regional development.By analyzing and summarizing production and management, financing situation, the difficulties and conditions encountered in the development of Taifeng Oil Company,combine the actual situation of rice processing enterprises in Hegang City to analyze, then identify the crux of the problem. Finally, targeted to give a solution countermeasures.Through the analysis of the research, we can see that Taifeng Oil Companies encounters difficulties and problems in rice processing enterprise development to a certain stage, It has a certain universality. The main contradiction and problem is money tight, it reflects the enterprises,especially the rice processing enterprise with strong development desire don’t have strong risk consciousness, and they have some underlying factors such as management, personnel which restrict sustained and rapid development. To solve these problems, the study analyzes deeply,raises some countermeasures and suggestions about how to solve the financing problem of rice processing enterprises.In this environment,all levels of the government,the bank and the enterprise should try their best to do the job dutifully,in light of the fundamental problem on difficult financing of rice processing enterprises and some new features.Effective measures need to be taken to govern the enterprise financing problem systematically.The purpose of this study is to help to improve the management of rice processing by speeding up to solve the settlement of rice processing enterprises financing problem analysis,putting forward corresponding countermeasures and suggestions. It can help to alleviate the bottleneck of the development of enterprises and promote sustained and stable development of primary industry of Hegang City.
