Abstract/Summary:
Nowadays,China’s economic growth is slowing, and economic development has entered a "new normal". In this situation, the 18th session of the National People’s Congress of the communist party of China put forward "speed up the implementation of innovation driven development strategy ".However, the implementation of the strategy of developing innovation can’t lack of government’s full support, and the government through the application of various policy tools to encourage and guide innovation.On December 31,2005, the State Council promulgated "National medium and long-term Science and Technology Development Plan 2006-2020" (hereinafter referred to as "the Outline").After the promulgation of the Outline, Every province have invested a lot of innovation resource.According to related data, China’s R&D spending has risen from 371.02 billion yuan in 2006 to 1.49643 trillion yuan in 2013, ranked second in the world.Meanwhile, R&D spending is rising year by year, the proportion of GDP in 2013 has reached 2.55%, which exceed 1.5% of the turning point for independent innovation.However, we must clearly realize that China’s current overall resource use efficiency is not high compared to developed countries,thus when we pay attention to the investment of resources in the process of the development,we should pay more attention to the efficiency problem at the same time.In this paper,we intend to study regional innovation efficiency problem from the view of policy tools included Qualified personnel, Science Technology Funding, Technology Transfer, Technological Infrastructure and Financial Support systematically.Meanwhile,we use regional innovation efficiency value to measure the effect of the implementation of regional policy tools,thereby provide a new idea to quantitative study of policy tools.The paper selects 2006--2013 mainland China’s 30 provinces panel data as the study sample and use more appropriate stochastic frontier analysis to estimate value of regional innovation efficiency.In order to reflect the innovation output comprehensively, we study regional Innovation efficiency problems and its environmental factors from the dimension of knowledge output and product output.The main conclusions of this article are:during the year 2006 to 2012,the overall regional innovation efficiency of knowledge-output and product-output are low,there is a big room for improvement,however.From the view of time,the regional innovation efficiency of knowledge-output grows steadily,while regional innovation efficiency of product-output decreases slowly.From the view of policy tool,Science and Technology Funding, Technological Infrastructure contribute most to regional innovation efficiency of knowledge-output.while Science and Technology Funding and Qualified Personnel contribute most to regional innovation efficiency of product-output.From the view of area,the eastern, central and western’s innovation efficiency of knowledge-output behaves the east> west> central, but three regional innovation efficiency gap is narrowing,while innovation efficiency of product-output behaves the east> central>west.In the aspect of Environmental factors of regional innovation efficiency, Infrastructure, Industrial Structure and Degree of Opening Up behave a significant effect on the efficiency of regional innovation.Meanwhile the Quality of Workers behave non-significant negative effect.
