With the rapid development of social economy in our country, the national income has been raised. At the same time, the income gap between residents is significantly different, attracted the attention of the whole society. Because of different structure of China’s urban and rural economic and the different level of urban and rural economic development, the gap between the income distribution gap between urban and rural residents has increased year by year. Based on this situation, should enhancing the effect of social security to adjust income distribution gap. The social security system mainly through social security transfer payment to realize the function of adjusting income distribution gap.Take the Inner Mongolia statistical data as the foundation, focusing on analysis of the social security transfer payment effect on the income distribution gap between urban and rural residents.The results show that social security has expanded the income gap between urban and rural areas.The reasons for this result are as follows; the lack of financial input in social security; unreasonable expenditure structure of social security;social assistance and social welfare system coverage is narrow;irrational social security system design;imperfect social security management system, the unbalanced development of the social security system. In order to effectively play the role of social security to adjust the income distribution gap, put forward the following countermeasures:increase social security financial input, improve the coverage of the social security system, improve the social security system design, perfect social security management system, develop the rural social security system.
