Study On The Collection And Inspection Of Port Construction Fee Of Fujian Maritime Safety Administration

The collection and inspection of port construction fee is an important part of the reform of the maritime regulatory model. At present, there are some urgent problems to be solved in the collection and inspection of port construction fee of Fujian Maritime Safety Administration. There is no adequate personnel and institutions. Not only the system construction is lagging behind the current situation, but also models and mechanisms can not meet the requirements of the collection. There is no mandatory force of inspection and no perfect supervision mechanism. The level of information and data application is very low, therefore,There are risks in the charge of port construction.This paper studies the related academic works about administrative fee, public services and electronic government, as well as the ideas, practices and models of domestic and foreign maritime fee levy. From the point of view of public service, this paper analyzes the main cause of the problem existing in the collection and inspection of port construction fee of Fujian Maritime Safety Administration. The collection and inspection can not adapt to the requirements of the diversification of the supply of public service, and the construction of laws and regulations does not meet the requirements of the construction of service-oriented maritime. Not only the management does not meet the requirements of the service function of the government, but also the enforcement does not adapt to the administrative procedure public and citizens to participate in the monitoring requirements. The informationalization construction does not adapt to the requirements of electronic government, and the data applications lag to the requirements of the public service information.Through the analysis, on referring to the domestic and international experience and practice of management and service, this paper puts forward the countermeasures and suggestions to improve the collection and inspection of port construction fee. Generally speaking is to being guided by the theory of public service, to be convenient and efficient, civilized norms for the reform objectives, to ship in and out of the port as the basis of the report, to rely on good faith management, grading evaluation and classified administration, to being based on information technology and inspection for security,to strengthen the construction of personnel agency, to expand its participation in the collection department, to strengthen the construction of service function, to change the idea and way of collection, to strengthen the inspection management, information construction and application, to improve the comprehensive service ability, which can provide reference for the development of administrative charges. This paper takes the collection and inspection of port construction fee of Fujian Maritime Safety Administration as an example,and trys to provide some enlightenment for further deepening the reform of the collection mechanism and to provide some reference for the reform of the government fund collection mechanism in the future. This paper attempts to provide a reference for scholars and policy maker to study such costs, to make the management of China’s government fund more legal, standardized, scientific and convenient, to be more in line with the requirements of modern public services.
