Based on this background, fully understand and improve the operation mechanism of farmer specialized cooperatives is promote the standardized operation of the farmers’ professional cooperatives in Meixian area, effective means to enhance the operation efficiency, help farmer professional cooperative long-term sustainable development. At the same time, in the expansion of agricultural production scale, enhance the degree of organization of farmers, improve the quality of agricultural professionals,innovative business model of agricultural production, promote agricultural modernization development, has important practical significance.Although China promulgated a series of support policies, promoting the development of farmers’ professional cooperatives, has made certain progress, but from the perspective of overall in the development of cooperatives, farmers’ professional cooperatives of China still exist many problems, one of the most common problem is cooperative operation mechanism is not perfect, lack of standardized management, operation efficiency is low, a serious impediment to the development of farmer specialized cooperatives in China, in this context,how to guide the development of farmer’s professional cooperatives, the farmers’ cooperatives internal running more efficiently, become the key problems to be solved in the process of development of professional farmers cooperatives in our country. Is the general situation of the development of farmers’ professional cooperatives in Mei County, the development of farmers’ professional cooperatives in Meixian area is still in the initial stage, there is a distribution of benefits is not perfect, the operation mechanism is not perfect, service function is weak, management is not standardized and external connection is not tight enough, and affect its role to play. Therefore, how to construct the effective operation mechanism to reflect the new production and management system and the way, is a problem that can not be ignored.This study showed that the existence of Meixian area farmer specialized cooperatives operating mechanism existing in the decision-making mechanism is not perfect, the incentive mechanism is insufficient and unreasonable distribution of interests mechanism and financial management mechanism is not perfect, lack of talent and other problems, the existence of these problems, which restrict the development of farmers’ professional cooperatives.Through in-depth analysis, the reasons for the problems of the operation mechanism of the farmers’ professional cooperatives in Meixian district are not in place, the government intervention too much and the internal structure is not perfect. Meixian area should gradually improve the decision-making mechanism of farmers’ specialized cooperatives, to further strengthen the incentive mechanism, enhance the enthusiasm, optimize the profit allocation mechanism, perfect financial management mechanism, strengthen personnel training and the introduction of management. Studies suggest that the government of cooperatives intervention too much, the impact of the cooperative operation under the legal framework, suggested that the government departments to increase legal advocacy efforts and make cooperatives according to the requirements of laws and regulations, and gradually improve the internal structure of the cooperatives. At the same time, the government should also be administration according to law, within the legal framework to escort the development of cooperatives,promote the cooperative healthy development.
