Research On The Development Model Of Specialized Farmers’ Cooperatives

Along with China’s agricultural marketization and internationalization, the traditional household-scale production and management mode is difficult to catch the development of market economy and meet the needs of development and management of modern agriculture. With the generation of farmers specialized cooperative, the traditional decentralized agricultural family management will be centralized, and thus engaged in large-scale, mechanized production improving the negotiating position of farmers in the market, which can safeguard the farmers’interests and improve farmers’ ability to resist market risk, finally promoting the development of agricultural economy and promoting the process of agricultural industrialization.On the basis of referring to relevant literature at home and abroad, we took SG farmer specialized cooperative in Changtu of Liaoning Province as the research object, and analyzed its development and specific operation modes. Firstly, we sorted out and studied information of our country’s agriculture, rural development and the farmers’specialized cooperative at present stage; then an investigation of the development situation of SG farmers’specialized cooperatives has been conducted.Secondly, under the motivation of taking farmers’ benefit as the scientific development concept, the local farmers were involved in a field investigation and interview on their needs. According to the results of the investigation and interview, farmers’ basic information and the family income, employment after joining the cooperative as well as participation in decision-making and the satisfaction were analyzed. The results showed that the local labors tended to be slightly old, their comprehensive ability was low, and the average family income level was mediocre; then farmers recognized the cooperatives, but still, part of the villagers were not satisfied with present income. They understood the benefits of joining the cooperative, but did not understand the relevant knowledge and policy, and afterward their participation in decision-making was scarce, basically, farmers did not have any ideas of the cooperative development. After joining the cooperatives, farmers’ main source of income included land rent, surplus divisions and wages from employment in cooperatives or benefits of breeding industry, compared with that before joining the cooperatives, the annual average increase of family income was about 10000 Yuan.Then there was an analysis of mechanism, characteristics and advantages and existing problems of cooperative operation. Analysis showed that SG cooperative association model could be able to innovate management methods, reduce production and management costs and increase farmers’ income as well as promote the process of urbanization in rural areas and agricultural scale and modern production. At the same time, according to the development model analysis and investigation on farmers, we have summed up the problems existing in the development process of the cooperative mode as follows:(1) In China, the relevant laws and policies is not completed, explicit provisions of relevant systems and the legal status of a cooperative were lacked; and state support to Cooperatives still stayed in financial support and legislation, lacking that in personnel and technical training and other aspects. (2) Cooperatives’democratic system was not completed too and problems of unfair distribution of benefits and unclear duties in cooperatives were still in suspended. (3) Local villagers were older and the comprehensive ability was low.Finally, according to the survey results and existing problems, this paper put forward the advantages for farmers during the participation of the enterprises into the cooperatives and the problems that should be paid attention to in the development. Finally we put forward the following four corresponding suggestions and countermeasures:’perfecting the relevant provisions of the cooperative and improving the cooperative way to support; improving democracy to participate in the system and completing the mechanism of distribution of interests; and clearing cooperative functions and improving the management personnel; as well as introducing the high-quality personnel and improving farmers’ knowledge and technical level.
