| Industry is one of basic elements of social economy, which is driven by its cycle of formation, development, thriving, recession and adjustment. Industrial recession is not only objective but also ubiquitous during the development of social economy. Sichuan, whose GDP ranks top in China, is located southwest of China. It is crucial for Sichuan industrial transformation, upgrade and innovation-driven development to recognize the declining industries and to make related industrial adjustment policy.Based on the current status of Sichuan industrial development, focusing on the study of Sichuan declining industries, putting the priority on how to recognize and adjust declining industries, this thesis puts forward the recognition methods and the adjustment policies of declining industries. After defining declining industry and systemizing basic theories, this thesis analyzes reasons why declining industries come into being, generalizes recognition methods and adjustment modes of declining industries, summarizes overseas adjustment policies and experience of declining industries, and then establishes an indicator system from the viewpoints of demand, technology and comparative advantage. On the base of those work, this thesis analyzes empirically recognition and adjustment policy of Sichuan declining industries, and then puts forward policy suggestions, including restriction policy, exit policy and aid policy, for the reference of adjustment policy-making of Sichuan declining industries, in order to promote the development of Sichuan industrial transformation and upgrading.The innovations of this thesis are reflected in two aspects. Firstly, this thesis recognizes Sichuan declining industries based on the indicator system model. Has explored the causes caused declining industries, this thesis built an indicator system from the viewpoints of demand, technology and comparative advantage, under which Sichuan declining industries can be identified while both comprehensive ranking and single index ranking are low ranked. Secondly, based on the analysis of Sichuan industry development status and advanced experience of declining industries adjustment policies from both foreign provinces and abroad, this thesis proposed adjustment policy recommendations for Sichuan declining industries, including to optimize restriction policies, to eliminate industrial exit restrictions, to improve aid policies and so on, which have great practical significance. |
