The Stratagem And Policy Research Of Zhongshan City's Industry Structure Adjustment

Industry structure is defined as proportion composing between various industries , internal various departments in a nation or district and their mutual dependence and condition relationship. Industry structure includes thrice industry structure,light and heavy industry structure, internal structure in various industries. Industry structure commonly follows up the following developing rules: primary industry's proportion gradually goes down;the second and third industry's proportion gradually goes up. Finally the third industry's rising up speed exceeds the second industry, which plays a big role in the economy.Zhongshan city develops a great after our country has reformed and opened up. Zhongshan city has taken the advantage of the historical opportunity since 1990 and developed industry, which keeps at the fast economy developing speed. Now the city has five backbone industries: spin costume, engine electric, electrommunication, metal goods, chemistry goods. Owing to laying particular stress on extroversion light industry, Zhongshan city has a lot of structure problems in the industry structure, which have restricted further development. The industry structure has the following problems: the second industry has developed too fast;the primary produce and labor dense industry is too much;the third industry has lagged off too much and the component of third industry is traditional service industry;the light and heavy industry has played opposite role in the economy. Backbone industry's portion is big but high level industry portion is small. Now external industry development's disadvantage is obvious. With the intense international competition, demestic labor cost rising up and recourses straining, external industry competition is gradually going down. Industry and traditional services are supplying add-ons value is so high that they have made a positive effect on economic development. But the third industry volume is low and service industry value and add-ons are low. Key industry value of the internal second industry is low. Due to the labor cost and capital factor, there is too much in the second industry investment and too little in the thirdindustry investment..Due to so many problems in the Zhongshan city's industry structure, this dissertation is trying to organize the industry structure status , find the problems and try to find out the adjustment stratagem and policy suitable for Zhongshan city's development through the choice analyze of the leading and backbone industries, which is referred to adjustment status through home and abroad. Five stratagems are provided: integrative development stratagem, rational programming stratagemjiigh tech industrialization stratagem, upgrade of traditional industry stratagem and assemble industry stratagem.According to the industry policies, this dissertation has made the research in the following four aspects: industry structure policy % industry structure policy ^ industry technique policy > integration industry policy. And it is putting forward the adjective guarantee measures in the Zhongshan city's industry structure and discussing about industry layouts revenue-, environmentalisnu cadre assessment opening up district policy and township harmony policy. It is hoping to make a positive effect on the Zhongshan city's industry structure adjustment.
