As the economic and social development of our country has entered the new normal, agriculture is in transition from traditional period to modern period. In addition, agricultural planning occupies a very significant place in guiding and stimulating the modernization of agriculture, receiving more and more attention from governments and enterprises at all levels. For planners, optimization of leading industry in regional agriculture is the core issue to be resolved in agricultural planning. The Mastery of the leading industry in planning area of the development shall lead to reasonable integration of resources endowment, optimization of the industrial structure of the whole area and the overall grasp of the solution of regional problem about agriculture, rural areas and peasantry.The choice of leading industry by traditional agricultural planning method unusually relies on the experience of planners and the preference of the opinions of the local leaders and entrepreneurs. Therefore, the need to develop optimization method and program it into auxiliary software is extremely urgent, which indicates the breakthrough of agricultural planning method and technology.This essay systematically combs the theories and methods about optimization method in regional agricultural leading industry, meantime it also summarizes the research progress both at home and abroad, laying the foundation for optimization method system research. The optimization method system research of regional agriculture leading industry is deliberated through three processes: theoretical model building, flowchart design and software development, the empirical analysis of the software.Theoretical model starts from the existing industry and regional introduction industry, choosing the highly influential first and second grade assessment indicator, namely the policy, society, economy, resources and environment. Six category of evaluation factors including sub factors which could drive value is employed, together with four algorithm module designed. Based on factor analysis, analytic hierarchy process and Delphi method for regional industry optimization analysis, this essay provides software support for simple and convenient selection analysis for planning and regional leading industry.According to theoretical method, flow chart of more logical model, model base and database are designed, dividing methods into five modules, namely industrial processing module, regional existing industry optimization module, the introduction of industry optimization module, processing module weighted preferences and industry- rank- outputting module. In accordance with the research above, Theoretical method is developed into auxiliary software for planning.Choosing Hubei Zaoyang as the planning area to prove and analyze the empirical analysis methods and software, the essay selects nine industries from existing industry and three ones to be introduced in accordance with relevant planning as research object. Study found that swine breeding and vegetable planting possess the most dominant potential, at the same time agricultural services and photo-voltaic industry also ought to be developed vigorously.
