The transformation of resource-based cities has always been the hot attention and study of government and academia. At present, China’s economic development has entered a new normal, five new ideas of development as innovation, coordination, green, open, sharing have been clearly put forward in Fifth Plenary Session of the party’s eighteen. In the new stage of development, the problem of transformation and upgrading of resource-based cities is more urgent. How to realize the mutual coordination between environmental protection and economic development is the key and core issues in the research on the transformation and development of resource-based cities.As a heavy industry province, Hebei Province, environmental pollution problems have become increasingly prominent because iron and steel, petrochemical, building materials and other resource-based industries proportion. Tangshan City as a typical resource-based city in Hebei, iron and steel, coal as the representative of the heavy chemical industry has been in a leading level in the province. Behind the rapid development, the city of Tangshan has largely relied on the traditional industrial structure, investment to emit more extensive economic growth mode. The issues of the traditional overcapacity, the industrial structure is not superior,quality is not high, environmental pollution, ecological imbalance gradually and others have become increasingly prominent. At present, with the coordinated development of beijing-tianjin-hebei entering the stage of accelerating, Tangshan not only strive to build economic cooperation in Northeast Asia window city, the Bohai Sea region, an important fulcrum capital economic circle, but also to build a joint Beijing Caofeidian collaborative model of development. The development of Caofeidian is as top priority to build in Hebei Province and as secondary central city of Beijing-Tianjin-hebei to planning and development.Therefore, the key problem is how to make the resources development and local economic and social development, environmental protection coordination to be solved in the development of Tangshan City under the new economic norm at the same time, but also the common problems facing other resource-based city.In this paper, taking Tangshan City as a case, study on resource-based city transformation and upgrading, strong urban economy, traditional industries from the entire region to promote sustainable economic development point of view to achieve the transformation and the development direction and the specific path.Firstly, the domestic and foreign related research is conducted a literature review and theoretical analysis, and the shortcomings of existing research is pointed out in this paper byusing the method of literature research. Secondly, the industrial structure, the current situation of the development and resource conditions are analyzed in Tangshan-Chinese typical resource-based city at present. Thirdly, the main research method of ecological footprint model is introduced, and the applicability of this method to the research is focused on in this paper. The ecosystem health in Tangshan City in 2013 is evaluated overall, and the hiding ecological problems in the currently development process of Tangshan is analyzed by using the method. While mean, the ecological footprint of Tangshan City is analyzed by time series using the index data in recent 9 years, and the ecological environment problems of Tangshan City is analyzed through three aspects of ecological demand and ecological supply and ecological respectively. Fourth, the Tangshan City’s economic and ecological system of material input and output in 2013 are analyzed by using the method of material flow, the phenomenon of dependence of the current mode of economic development in Tangshan City on the matter and caused direct pressure on the environment is revealed. At the same time,using the 2005-2013 time series data, the change trend of Tangshan City material flow input index and output index, the net increment of inventory is analyzed in detail, and the intensity and efficiency rate of Tangshan City material input, material output and material consumption is carefully studied, thus the important factors restricting the transformation and development of Tangshan City is revealed. Finaly, the specific path and transition direction of Tangshan City to improve the environment and promote the development is put forward based on the results of the study, in Tangshan City has its own advantages as the foundation. The conclusion of this study has important practical significance not only providing the basis data,evaluation method, evaluation index and the specific path for the transformation and development of Tangshan City, but also providing a new perspective to the study of other resource-based city transformation and development.
