| With the consumption of resources and the changes in market supply and demand,the resource-based cities that have made a historic contribution to the development of national economy are facing a series of outstanding social and economic problems,such as the slowdown in economic growth,serious damage to the ecological environment,growing unemployment and an increasing frequency of mass incidents.Under the new economic normal,How to ensure the steady growth in regional economy has become the top issue for many resource-based cities which have tough work to do in supply-side structural reform and plenty of restrictions in economic transition.This paper takes Pingdingshan as an example,which is a typical coal-dependent city,reviews the history of economic development and analyses economic development trend under the new normal based on the theory of industry life cycle,the status of natural,historical and cultural resources,the basic situation of infrastructure layout and configuration,and the status of advantageous pillar industries.Integrating with the current mainstream transformation model of resource-based cities,the paper discusses the strategic needs of transition in detail,and indicates endogenous and external factors one by one.This paper also sums up the exploration practice of economic transition in Pingdingshan in recent years,and refers to the problems and difficulties at this stage.In view of the problems in the current economic transformation,this thesis proposes the following ideas: First,keep up with the national strategy,make efforts to implement the supply-side reform,and resolves excess backward coal capacity;Second,speed up the adjustment of economic structure and promote industrial upgrading;Third,seize the opportunity to accelerate the transformation of the old industrial zone,and further improve the urban functions;Fourth,enhance the level of opening up,vigorously develop modern market,and play a supporting role in the real economy. |
