With the implementation of the western development strategy,The urbanization level,infrastructureconditions,resources development, industry layout in The northwestern region of our country have significantly improved. As to the unique location of Northwest region and The fragile ecological environment,this condition have Severely restricted the development of economic and social to be continuously and efficiently.How to guide the subsystems of urban population, resource, economy,environment interact cooperatively and Synergy, It is a commonproblem of The northwestern region of our country, which directly affects the process of regional coordinated development in Urban region.This paper choose the cityregion of Xining and Haidong as the object of research and summarize the development of City region both in domestic and abroad and the the basic situation of this region from the aspects of the natural history, geology,resource conditions, social and economic, etc. This paper analysis advantages and disadvantages to the development of city regional and the pattern of spatial development such as the node and online space. Also analyze the fluctuation change of city regional development from the aspects of the population development, the development and utilization of resources, industrial layout, infrastructure conditions,etc.Finally, we set up evaluation index system,Simulate dynamically of the synergy development in the cityregion of Xining and Haidong through the associated of subsystems such as the population, resource, economy, environment.
