The development of urbanization promotes economic structure of urban and rural areas. It impels industry development towards multi-level, integrated and labor divided. It is changing the way people lived, enhancing people’s quality of life while a lot of arable land resources are occupied, given the limited arable land resources a greater pressure. The root is lack of understanding of the multifunction of arable land and can’t to maximize the exploitation of property, promote the integration of the industry and value-added products of arable land. Therefore, we must re-examine the connotation of it and establish the multi-functional theory framework of arable land.The existing literature about arable land multifunction has been systematically studied, combined the transformation of metropolitan’s socio-economic development mode, arable land use management, transition of modern agriculture and other objective requirements. Through systematic analysis to identify functional characterization factor of arable land. It studied coordination between cultivated land multifunctional and socio-economic development in Beijing by integrated index, comparison, spatial on union entropy method. Finally, it explored the manifestation of arable versatile theoretical approaches from the macro and micro level respectively.The results showed:(1)Production feature of Chaoyang District, Haidian District, Fengtai District is weak but which have a strong social function. Production is the dominant function in Daxing District, Tongzhou District, Shunyi District and Pinggu District. Mentougou District, Huairou county, Pinggu county, Changping county and Miyun county belong to ecological conservation area, which have the ascendant ecological function.(2)Socio-economic development and cultivated multifunction are strongly correlated in space which shows obvious spatial differentiation in districts and counties.(3)We divided productive function, ecological function, social function and the level of economic development into low, middle and high stages and classified different combinations of stages into five types of coordination model to analyzing its evolution characteristics and trend.(4)The Study of suitability between cultivated function and resource conditions in Daxing District shows the high, middle, low proportion of suitability in cultivated function were 22%, 43%, 35%. The high, middle, low proportion of suitability in cultivated ecological function were 32%, 23%, 45%. The proportion of highly suitability cultivated land resources is low, most of the arable land area presents imbalance in cultivated land use.(5)Based on the above research, offered land system, industrial policy, planning and regulatory control to form a multi-channel function by system theory, institutional economics theory on the macro level. On microscopic level, according to suitability results between arable background conditions and performance of functions, offered the means of farming systems, regulation patterns and economic incentives to explore different functional object-oriented features by the theory of cybernetics and resource economics.Qualitative and quantitative research on multifunctional farmland can provide the basis for innovating perspectives and methods of cultivated land protection in the metropolitan area. At the theoretical level, it provides a useful case study and methodological to support natural resources services and worth theory. It also provide theoretical guidance and practical reference to optimize the use of arable land and layout area for urban structure.
