With the accelerated process of industrialization, urbanization, continued populationgrowth and declining quality of ecological environment in China, leading to a shrinkingnumber of cultivated land. Especially in developed areas, along with the rapid progress ofeconomic development, diversiform and hierarchical of land-use needs manifest gradually,the contradiction between people and land use is more prominent, contributed to thebreakthrough limited understanding of the traditional functions of cultivated land, tore-examine the arable land, which make farmland play a new status and role. Therefore, thestudy of functional analysis of cultivated land and socio-economic development, boththrough the multifunctional use of cultivated land resources of urban land development andnatural resource preservation, in order to achieve sustainable urban development, this isparticularly important issues.Based on existing multifunctional research of cultivated land, to analysis factorsinfluencing the multifunctional connotation and function analysis of the connotation offarmland and functioning factors, on the basis of this, established a functional system ofarable land evaluation system. With the method of dynamic coupling model,comprehensive index method and correlation analysis, to study quantitatively onmultifunctional and economic and social development of coupling mechanism of cultivatedland capability of cultivated land and spatial distribution characteristics, and proposedrecommendations and measures to promote the multifunctional use of arable land. TakingBeijing as an example, on the analysis of coupled features of cultivated land andsocial-economic development level in Beijing during1998-2012, the results indicate that,within the study period, features of cultivated land and socio-economic system has gonethrough a low-level symbiotic and harmonious development of benign phase. By evaluationof cultivated land of districts and counties in Beijing2004,2006and2009, the production,ecological services, the social security function of farmland varied from different districts,cultivated land resources with better conditions for Daxing, Shunyi, Tongzhou, YanqingCounty, Fangshan, Pinggu, which have bigger multifunctional value and greater potentialfor ecological services and functions of social security development. By correlation analysis it found that the cultivated land production functions and levels of economic andsocial development has a significant correlation; ecosystem services and rural economicdevelopment levels were positively correlated, while urban residents ’ income andpopulation density of negative correlation; social security function has the correlationbetween gross output value of farming, forestry, animal husbandry and fishery, ruralinvestment, has not correlate with population density and people’s living standards; Basedon this, while the socio-economic development of the region, input-output and arable landin rural areas should be increased. And enhance ecological protection, reduce the amount ofchemical fertilizers, make plans to promote the multifunctional use of cultivated land,optimizing cultivated land use layout and keep the population within a reasonable range,reducing the pressure on the cultivated land.Qualitative and quantitative research on production function of arable land, ecologicalservice function, and social function and its relationship with economic social developmentlevel, not only provide a theoretical basis for arable land protection and optimization arableland uses layout, but also determine the relevant policy priority intervention regional andthe corresponding investment opportunities of select, to provide practical reference forplanning and determines currently to the future period, within most appropriate policyintervention strategies and promotion rural economic development.
