To meet the increment demand for land brought by urbanization, we should not only improve the utilization rate of existing urban development land, but also should transform a large number of rural collective construction lands into urban development land. Due to institutional barrier, however, there is only one method for the rural collective construction land to enter land market that is levied by the government, which doubtlessly will restrain the value of farmland and restrict rural social development, the interests of peasants will be infringed and they are unable to share dividends brought by urbanization and industrialization. Therefore, optimizing the allocation model of land revenue has become the key of promoting collective construction land reform and an important role in reforming of the rural land system in China.The main content of this paper is as follows:(1) Taking uneven income distribution of circulation of collective construction land and optimization of land circulation pattern in our country as a start point, this paper put forward the reasons for topic selecting and purpose and significance of protection of peasants’ rights and optimization of allocation of land resource, and determined the main content, research methods and innovations of this paper.(2) Based on definition and review of research object, land circulation both at home and abroad, related research on value-added income to put forward related theoretical basis of this paper.(3)Through description of land income in Ba Li Tai town Jinnan district, and combining with the data of investigation learned that: As vulnerable groups, after the peasants received a small amount of land expropriation compensation, their rights has been encroached constantly; Based on which, the author carried out an in-field interview and questionnaire survey on land-lost peasants of Ba Li Tai town, by detailing of findings to learn the real demand and satisfaction of land-lost peasants.(4)While it is difficult to protect rights and interests of peasants and allocation of income is unfair, according to local conditions the fourth chapter introduced the “renting model” of Jiangsu province, the “land trust model” of Shaoxing in Zhejiang province and “buying share mode” of Chengdu in Sichuan province, among the three models although there are differences such as regional advantage, development orientation, policy compensation and income distribution, etc, there is some kind of comparability. Then using AHP matrix to analyze the three models, and concluded that all the three models are referential, but the most competitive model is “buying share mode” of Sichuan province, which can be used for reference for the following land model optimization of Ba Li Tai town.(5)According to advantages of all parties and development status of Ba Li Tai town, the fifth chapter put forward the optimization strategy hoping to effectively solve related problems, and providing a good optimization model for income distribution of collective development land. Last is the conclusion and outlook of this paper, the main contents include: land circulation behavior only can be dredging but not stopping up, paying attention to government’s regulatory role, protecting peasants’ rights of sharing dividends, learning best from mistakes towards different land circulation pattern, etc.
