A Research On Income Distribution Of Collective Construction Land Circulation Based On Yisuhe Town, Xiangtan Country

The modernization of the modern country relies on the collective construction land circulation. Complete construction of urban and rural land market is inseparable from the collective construction land. The collective construction land circulation enables the establishment and protection of the farmers’ land property rights, it also beneficial for the maintenance of the social stability, the reform of township enterprises, the revitalization of the stock of land, the protection of arable land, and the optimal allocation of land resources. The collective construction land circulation also plays an irreplaceable role in expanding the sources of construction land. The subject of collective construction land distribution of income refers to the government, the collective land owners and collective construction land users, whose interests are the three most important factors that regulate and reform of rural collective construction land use system of rural collective construction land acts. The reasonable income distribution relationship and income structure of the collective construction land plays an important role in the social and economic relations. A reasonable relationship and the structure is the foundation of collective construction land. The collective construction land also demonstrates the superiority of the new system. This paper analyzes and studies the status and the problems of distribution income of rural collective construction through the field research in Yisuhe town, Xiangtan country. It combines the field research and theory to convey qualitative analysis of the typical case to grasp the basic situation of collective construction land income distribution in Xiangtan County rural. Though research we find that the land transfer income distribution is unreasonable, the laws and regulations are incomplete, the property rights are unclear. The lack of protection of the landless farmers, the excessive government intervention and the lack of market mechanisms also result in the damage to the farmers. There are many problems in the country land circulation, such as the imperfect of the social security system, the contradiction of income expected between the main distribution subject, the excessive government intervention, the lack of market mechanisms, and the lack of intermediary service organizations. Suggestions are provided to solve those problems, such as the government could help to improve the income distribution mechanism for the rational allocation of income way; to reduce the intervention of income distribution for the land circulation; to establish intermediary system and improve the laws and regulations of collective construction land, improve the social security system in order to alleviate and resolve land conflicts arising from circulation income distribution, and protect the sustainable development of the agricultural economy.
