The level of Chinese international trade keeps going up since China joined the WTO in 2001,the signs indicated that the e-commerce will go towards international e-commerce are increasing greatly. Cross border e-commerce has become a new growth of China’s e-commerce market transactions. China’s annual consumption of cross-border online shopping as an important part of cross border e-commerce has exceeded 1000 billion RMB and more than 20 million Chinese are involved. The number of people involved are soaring due to the development of internet technology, platform, payment methods, logistics, consumer purchasing power and consumer’s curiosity. China has become the world’s largest cross-border online shopping market, it is developing rapidly accompanied by risk.Personal cross-border online shopping involving multiple participants and risks in are increasingly revealed. On the one hand, domestic online shopping procedures are complex that makes knowledge about language, double currency payment and settlement and e-commerce indispensable; on the other hand, compared to enterprise cross-border e-commerce, it has electronic credit and other methods as a payment guarantee, personal cross-border online shopping is still in the gray zone. Therefore, personal cross-border online shopping comes with risk such as commodity risk, payment risk, rights protection, customs clearance, logistics and transportation risks and so on.In this paper, the main research methods are literature search and case analysis. Authoritative statistical data, the Internet, the library and other resources are used to sort and analyze the relevant data of the development of cross-border online shopping in China and the typical cases in the developing process of China’s personal cross-border online shopping.The paper are divided into five parts to study of the development and risk of cross-border online shopping in China. In the first chapter, background, significance, methods of literature study, the paper’s innovations and shortcomings are introduced. In the second chapter, it describes the definition, process and industry chain of personal cross-border online shopping. The reasons of the rise of China’s cross-border online shopping are introduced from the aspects of technology, demand and policy support. From the number of users, gender, age, education, popular commodity types, users understand the way, the user to use the site category, we introduced the development situation of personal cross-border online shopping in China, for the following analysis of the risks in the development of cross-border online shopping. In the third chapter, the various risks encountered in the development of cross-border online shopping in China are comprehensively analyzed from aspects of the commodity risk, payment risk, rights protection, customs clearance and logistics and transportation risks. Specific, such as speech recognition, restrictions on the purchase, quality identification, price to control, credit card stolen brush, returns the claim is not easy, slow customs clearance, commodity loss substitution. The causes of these risks are analyzed one by one. In the fourth chapter, this paper expounds how to avoid risks from the point of view of government, enterprises and consumers, this paper expounds how to avoid risks described in chapter three one by one from the domestic and international level. Domestic government needs to improve laws and regulations, perfect the dispute resolution system, the international government needs to establish a new form of organization, decentralization of customs supervision system, cross-border suppliers should strictly control the quality of the enterprise, logistics enterprises improves logistics facilities, consumers need to improve the ability of language identification and awareness. Through these measures, I hope it can reduce the risk of cross-border online shopping. In the fifth chapter, it comes to the conclusion that although there are all kinds of risks in cross-border online shopping, with all aspects of continuous efforts, there will be a broad market of China’s cross-border online shopping in the future to achieve a healthy development, the ultimate benefit will be the national public.
