| Due to the rapid development of urbanization and industrialization, traditional villages dispeared a lot in latest ten years. At present, traditional villages face a variety of development paths. Many traditional villages choose to develop tourism, realizing the sustainable development of villages and seeking economic, social and cultural goals. However, during the actual development process, traditional village culture heritage protection and tourism development faced two-way dilemma. In order to promote the win-win situation of traditional village culture heritage protection and tourism development, this paper adopts research methods such as literature study, questionnaire, interview and so on. Based on the residents’perception, research puts forward the traditional village culture heritage protection and tourism development instutional agreement.The research is divided into five main parts. The first part concludes the traditional village culture heritage protection and tourism development course, ways and the status quo, as well as clarifys the relationship between the two. The second part explores the traditional village residents’perspective of tourism impact factors contents and classification, the relationship among tourism impact perspectives, satisfaction and tourism support, as well as the influence of demographic characteristics. The third part further understands the present situation and problems of traditional village management system from the perspective of local residents. The fourth part summarizes the problems of traditional village system in cultural heritage protection and tourism development and puts forward the win-win instutional agreement of traditional village culture heritage protection and tourism development. The fifth part proposed three tactics of leading protect main bodys’ active action, safeguarding the rights and interests of local residents, and coordinating the relationship among stakeholders to ensure implementation of related systems. Research mainly draws the following conclusions:1) the traditional village cultural heritage protection and tourism development exist two-way dilemma of "Constructive Destruction" and "Protection for Protection",which need a win-win mechanism for the formation of the symbiosis mechanism; 2) the traditional village residents maily perceived 5 aspects of tourism impacts, which are on Management System, Employment Ways, Economic and Life, Interpersonal Relationship, and Housing usage, but not on cultural heritage and environmental protection, which shows the weakness of residents’ awareness of cultural heritage and environment protection; 3) residents perception of Management System factors have significant effect on three satisfaction indexes and tourism support, which shows management system has great importance of traditional village cultural heritage protection and tourism development; 4) according to the interview results, the present traditional villages mainly have five aspects of problems:the lack of clear stipulation and residents speak right, the vacant of participating of different stakeholders during management process, unreasonable tourism income distribution machnism, and the absence of system security for community participation, which block the sustainable development of tourism; 5) based on the theory of public administration, the study puts forward five institutional arrangements design principles, which include respecting residents’ property rights of tourism resources, clarifying the rights and obligations of each benefit main body, strengthening the community participation, establishing better supervision and incentive mechanism, and ensuring win-win situation of cultural heritage protection and tourism development; 6) regards to the problems of culture heritage protection system, paper proposes to specific protection main body of the rights and obligations, improve the efficiency of special funds management, ameliorate the residents’ compensation mechanism, scientificly use cultural heritage; 7) to solve the problems of tourism development institutional agreement, research sugests putting down the stipulation of tourism management system in black and white, clearly defining the property rights of traditional village mechanism, designing more reasonable tourism income distribution mechanism, building management and supervision mechanism with multi-sided participation, and improving the safeguard mechanism of community participation; 8) to ensure the implementation of institution agreements, this paper also susgests leading protection main bodys’ active action through organic combination of cultural heritage protection and tourism development, improving the protection of cultural heritage compensation mechanism, combining cultural heritage protection with governments’ performance, strengthening the law enforcement and administrative punishment right of relevant departments, protecting the residents’ right and interests by letting government play an important role in its process, making enterprises fully realize the significance of community participation, and providing residents with resources in the community participation, as well as coordinating the relationship among stakeholders by enpowerment of the community, repositioning the role of government, and advocating multilateral cooperation of different stakeholders. |
