With the urbanization in our country by leaps and bounds, the housing system gradually transition from welfare housing distribution to the commercialization of housing, property management industry along with the rise of and obtains the vigorous development. But a real problem that can not be ignored is the new housing management mode in our country produce late, the development is not sufficient, and accumulated a lot of social problems. Residents consumption awareness and the lack of public awareness, making the property services industry development difficult. At the same time,in the disadvantageous position of the end of the real estate development process and the lack of professional knowledge of industry practitioners and management backward and so on unfavorable factors also become the shackles hindering the healthy and orderly development of the industry. At the same time, property management directly affect the feelings of the owners, if the relationship between the two sides is not good, very easy to form a group event, will seriously challenge the social harmony and stability of the situation. The from the perspective of public management to analyze our property management industry, the status quo, analysis of the deep-seated reasons behind the problem, and try to use the knowledge of the science of public management problems faced by the industry to crack, and through the analytical property management policy of public policy attributes to the relevant government departments strengthen administrative supervision to seek theoretical support.The J property service industry based on the cognition, the main problems in this paper will be arranged for collection arrangement, main contradiction, and to learn the knowledge of public management as a guide, comprehensive use of public management,public goods theory, public choice theory and building ownership distinction theory tools,for a comprehensive interpretation to me China’s property management industry, and puts forward corresponding measures to solve these problems: the government supervision difficult, proposed legislation to increase efforts in building, through the system innovation to solve the property supervision problems, and cultivate non-governmentalorganizations and give full play to the industry association in the development of industry standards, standardize the property service enterprise behavior and property management to resolve disputes the role for owner autonomy; hard problem, advocate the use of public choice theory to improve the results of property management The decision-making mechanism of the public affairs in the management area can achieve the goal of reducing the cost and improving the efficiency of the vote. Through the establishment of incentive and disciplinary mechanism to overcome the owners’ committee of the "agent" problem, enhance the owners’ Committee for the owners of professional services and consciousness. Also called on to strengthen the publicity and guidance property management policy, and gradually cultivate owners public awareness and consumer awareness; for property service enterprises to operate, suggested that the government should attach importance to the social value and political significance of property management, calls for the establishment of policy support, improve the operating environment of the realty service enterprise, promote the inflow of high-quality personnel, so as to achieve the purpose of enhancing the satisfaction of the property management. Advocate the realty service enterprise strengthen the exchange of learning,change the concept of business development, property management mode innovation,widening the scope of business and revenue streams, with reference to the domestic and foreign advanced areas of management experience and technical means to seek its qualitative change, in order to achieve the industry of professional values.
