China's Rural Public Goods Provison: Situation Analysis And Path Choice

In a long period, the problem of thri-agriculture will continue to exist. Non-equilibrium development of China, makes this problem take on different difficulty in different areas. The low level of economic development in Middle-China, also huge the agricultural population, causes this region three agriculture questions to appear prominently. Facing the market full of risk and uncertainty, the massive dispersal peasant household, just like a small boat to flutter to the vast ocean. Without a doubt, peasants need outside help, because they can't share with the benefit of social progress if they just rely on themselves. The question is: How does the State help the farmer? Under the contest of market economy, the State is impossible to directly be in charge of peasants' life and production. Currently, the State can just improve the peasants' development environment by providing rural public goods meeting the demand of rural market economy. Further questions are: whether existing rural public goods provision system is adapt to rural econ-social development? How to construct rural public goods provision system which is fit to peasants' demand? Obviously, the answer to these questions is not clearly. Therefore, it is of great importance to research the provision of rural public goods.The thesis makes use of the principle of public management science, public economics, along with the method of positive analysis and comparative analysis, taking Henggoushi town as a study case, to analyse the provision of rural public goods systematically and deeply.This thesis is divided into three main parts, except for the preface and the conclusion.. Part one, the theory of the provision of rural public goods. This part explains the concept of rural public goods provision, the theoretic basis of rural public goods provision, and the function of rural public goods for peasants.Part two, the analysis of the situation of the rural public goods provision .Taking Henggoushi town as a study case , this thesis describes the situation of rural public goods provision from three aspects, that is ,social security , infrastructure, and rural technical service. The paper presents five causes as the followings: the problem of the cognition ; the delay of the reform of the provision system; the pure "top-down" decision manner; the imperfection of finance mechanism ;the unfit of provision mode.Part three ,the path choice of reforming and strengthening rural public goods provision. Based the mentioned problem of rural public goods provision ,the paper put forward the path to solve those problems, that is : correct the thought and knowledge to narrow the gap between urban and rural areas; respect peasant's will to optimize decision-making; reform existed provision system to improve the efficiency ;perfect the finance mechanism to enlarge financial resources; innovate the mode of provision to promote the competence of provision.The innovations of this thesis contains the followings: Firstly ,the innovation of research method. The thesis take the approach of positive research and new materials to analyses problems ,which is different from general normal research. Secondly, the innovation of conclusion. The paper drawn the conclusions: the failure of "town government, rural market and the third department to provide rural public goods", "the low equilibrium of rural public goods provision will last long time", "the State is the key factor to break above situation", which is full of new thoughts .Finally, the innovation of countermeasure. Throughout the above analysis, this paper put forward new manner ----"idea--decision--system--mechanism--pattern"-----to solve mentioned problems.
