Research On The Efficiency Of Government Health Expenditure In China And Its Influence Factors

Medical and health undertakings is closely linked with the interests of the people, it is a big security problem of people’s healthy life. Over the past few years, medical and health undertakings, personal spending has accounted for a large proportion, the government did not play a leading role, causes the people to see the doctor still highlight and difficult. In the year of 2009, the Chinese government, the Government implemented a new round reform of the medical and health undertakings, the aim of the reform is to establish a government-led efficient medical and health service system, aims to improve people’s health, to achieve the goal of "for all medical and health services". So, increased government spending on health care has become an inevitable choice, and also a trend in recent years. But from the point of long-term development, the increase in the way will inevitably have its limitations, and because of our country finance income is limited, the contradiction between them will inevitably affect the development of medical and health cause in China. So we can’t always emphasized increase government health expenditure scale, but from the angle of the efficiency of health care spending to create a government-led medical and health service system. Therefore, this article is under the background of our country and then estimated the efficiency of government health expenditure and the factors of influence on the empirical research.This article is divided into six chapters. The first chapter is preface, mainly includes the research background and significance, research content, thought and method, the possible innovations and shortcomings, domestic and foreign research review, etc. The second chapter is for the related concepts and theoretical basis, concept mainly involved medical expenditure on health, efficiency, the government health expenditure efficiency, etc. Theory aspects including the theory of public product theory, the efficiency of fiscal expenditure and public expenditure management theory. In addition, from the economic, institutional and social three aspects of factors influencing the efficiency of the theoretical analysis. The third chapter based on the current government health expenditure analysis of current situation and existing problems, and by using the DEA model to measure efficiency value. The fourth chapter is the empirical analysis on the basis of DEA, using Tobit model,based on the theoretical analysis of the influential factors of selecting indicators, the efficiency value is based explained variable on the influencing factors of health care expenditure efficiency for empirical research. The fifth chapter, according to the empirical analysis.It is concluded that the efficiency of government health expenditure in China existing problems, and has carried on the qualitative analysis to its reason.It is about half of China’s existing efficiency is the effective and efficiency has the problem of unbalanced between regions, mainly due to the restriction of region economic development level and urbanization level, and the scale of the regional health care spending is not reasonable, the system is not sound, medical planning levels drop, lead to the efficiency of health care spending than effective. The sixth chapter, based on the current state of health care spending low efficiency improvement measures are put forward.
