Evaluation Of The Efficiency Of Financial Medical And Health Expenditure In Shanxi Province Under The Backdrop Of Supply Side Reform

In his nineteen major reports,general secretary Xi Jinping pointed out that quality first and efficiency priority must be taken as the main line,and the structural reform of supply side as the main line to promote economic development quality change,efficiency change and power transformation,and improve total factor productivity.On the supply side under the background of the reform,to improve the level of people's livelihood,requires us to deepen the medical and health system,to establish a comprehensive basic medical and health care system,medical security system and China features high quality medical and health service system,improve the modern hospital management system,which is a difficult challenge to the financial health of government supply.These requirements are all important measures to meet the trend of development,and meet the demands and expectations of the people for a better life.Therefore,it is of great significance to study the efficiency of financial medical and health expenditure in Shanxi.This paper uses the empirical method to study the efficiency of the financial medical and health expenditure in Shanxi province.First,the relevant literature at home and abroad is studied to find the theoretical foundation of this paper and the empirical model suitable for the medical expenditure characteristics of Shanxi province.Then,through the field investigation,the Financial Bureau of Shanxi province collected the relevant data to lay the foundation for the empirical research.In this empirical study,the data of 11 cities in Shanxi province fiscal health expenditure related to the established static analysis through DEA model analysis,dynamic analysis of the two dimensions of the Malmquist index analysis method to analyze the efficiency of financial health in Shanxi province.And on this basis to analyze the external factors for the impact of Shanxi province fiscal health expenditure by the Tobit model,through the analysis of the model,the fiscal health expenditure in Shanxi Province,such as the existence of Shanxi province fiscal health expenditure inefficiency,decreasing returns to scale,technology and innovation problems of recession.Finally,to improve the Shanxi province fiscal health expenditure efficiency not only starting from solving the main problems,but also a comprehensive strategy combined with the supply side reform of the system,are put forward to improve the efficiency of health care in Shanxi province fiscal policy recommendations.Specifically,both to meet the requirements of the supply side in the reform of "compensation",which increase the increasing returns to scale regional fiscal health expenditure,improve the health care system to improve the total fiscal subsidy,and encourage technological innovation to improve the quality of medical and health supplies;not only to meet the requirements of supply side reform in the "down".By decreasing returns to scale regional fiscal health expenditure,and improve the government's health resources planning level and the level of urbanization;to broaden the financing channels of the multi dimension medical field to open source,but also to improve the budget management level,the reform of government budget managementsystem to throttle.
