Under the current household registration system and tax policy, real estate has become a major way among the residents in configuration such as education, health care and other public resources. Differences of public resources in the region makes residents more to have quality of public resources to regional preferences, and the change of population structure in the region, eventually making regional housing demand and home price difference, public resources will have a certain impact on prices. Studies have been through many relevant theoretical research and empirical research to prove the problem. So this problem is known:public resources will have an impact on prices, so is the same with regional different types of public resources, the impact on prices? The same degree of influence of public resources in different regions of the prices are the same? Is there a regional delamination effect? If there is a regional stratification effect, in the development of regional public resources supply policy, is the amount of supply, or to see the heavy upgrade?In order to solve these problems, this paper from the background description to literature reading, to describe the status quo, to the theoretical analysis, empirical analysis, to the conclusions and recommendations of the general idea of according to, introduces the research background of this paper, reading summary of previous research results, sub regional description layer of Shanghai city public resources and the real estate market situation, in the part of theoretical analysis, introduces the basic theory of public resources, and referring to the model, to push the empirical model derived in this paper on the basis of. In the part of empirical analysis, selected districts and counties in Shanghai 2006-2014 housing price data, public resource data and other related data for panel analysis, first in Shanghai City, the overall measurement analysis, then select obtained by the weighted factor of public resources indicators to analyze the influence on the real price of regional layered effect, found that there is a stratification effects of the regional effects of three kinds of public resources on the price, more downtown near, public resources on the price effects of bigger and more significant. Subsequent use of three types of public resources in the quantitative and qualitative measurement sub indicators to do further study of the layered effect, found that the influence of quantity and quality of the two dimensions of public resource index of house prices in various regions are not the same, also exist regional layered effect. At last, according to the research conclusion and the analysis of the previous situation, the policy recommendations of the three point balance of public resources allocation are given.
