With the deepening of economic globalization and the rapid development of knowledge economy, human resource has become the primary resource of enterprise development, is the manifestation of the core competitiveness of enterprises. Performance appraisal system as an important part of human resource management system structure, its formulation is scientific and effective operation, relationship to achieve the goals of the enterprise development strategy and ability of the staff, directly decides the enterprise’s sustainable development. Therefore, to establish a scientific and effective performance evaluation system to promote enterprise development plays an important role, is the enterprise urgently needs to solve the key problems. Financial under escort industry particularity of financial enterprise human resources management put forward higher request, implement and improve the methods of performance appraisal methods, build a scientific and effective performance appraisal system is under escort financial enterprises improve the level of human resource management and realize the important guarantee of enterprise development strategic target.Based on the analysis of HD company performance evaluation system based on the analysis of the existing problems and reasons, on the basis of the principle of strategic orientation and KPI, build a set of relatively complete performance evaluation system of science, and to evaluate the new system. In this paper, the main research conclusions are as follows:first, the current HD company have a performance appraisal system of performance appraisal system with company development strategy, performance appraisal process is relatively single, single performance appraisal index, appraisal methods backward, the inspection result application ability is not strong and so on. Investigate its reason, is a company on performance appraisal value degree is not high, management is relatively lag; Second, the human resources managers own lack of professional knowledge and management experience; Three is the lack of systematic performance appraisal system, was not established in the process of performance of goal setting and company are tied to strategic assessment indicator; Four is the employee can’t independent participation in the performance appraisal. Second, the paper builds a set of corporate level, departmental level, post three dimensions of HD company performance evaluation system, and using the analytic hierarchy process (AHP) to determine the index weight. Third, the improved under escort HD financial company performance evaluation system and development of strategic objectives, internal and external environment, such as organization structure, enterprise culture, because the current is implementing the system better, but there is still room for improvement needed.
