The Research On Application Of Comprehensive Budget Management System Based On Value Chain Of A Department Store

In the current fierce market competition, the traditional form of the domestic department store industry is not optimistic, it has not only to face the large-scale expansion of domestic and international retail industry, but also to compete with electric commercial enterprises. In this situation, China’s traditional department store must establish a scientific management system, in order to maintain the competitive advantages, and re-attract consumers to the Mall.After many enterprises to implement the comprehensive budget management, they had been developed rapidly. However, due to the changes in the business environment, the traditional budget management can not meet the needs of enterprises to maximize the value. With the introduction of the value chain into the comprehensive budget management, we analysis the vertical, horizontal and internal value chain at the first step. And then combine each link in the implementation of the budget and the value chain effectively. Ultimately, these enterprises enable to achieve the strategic goals.This article is based on the A company which is behalf of the traditional state-owned retail enterprises. We construct for it an overall budget management system which is based on the value chain. At first, we reviewed lots of research status whatever at home or abroad and sorted out the research ideas and framework of this paper, pointing out the innovations. Secondly, we introduced the budget management and value chain management and other related concepts, integrating the budget management with the value chain theory which is the theoretical basis for the study of this article. And then, we analysis the budget problems of A company by figuring out the background of the case and the situation of budget. After that, according to the analysis of the value activities of A company, we judged the feasibility of carrying out a comprehensive budget management which is based on the value chain in A company. Finally, we implement the specific operations to the management, including budgeting, execution and control, discipline and motivation and so on.
