Business group as the advanced form of enterprise organization development, is playing an more important role in the economy. Compared with the foreign business group, there is still a large disparity in the level of financial control in our business group. In the operation process of financial control, there are many problems and challenges, which becomes the bottleneck of the further development.Thanks to the rapid development of enlarged health industry and national medical policy reform, China’s retail pharmacy industry is showing a steady growth trend. The competition between enterprise group, has gradually turned from simple price competition to diversified and differentiated competition marked by improving the service level and increasing the varieties. In recent years, there has emerged a large number of enterprise group with competitive power. After more than ten years of development, S business group has become the leader of A provincial in the field of pharmaceutical retail chain enterprises. Under the condition of the fierce competition,how to break through the bottleneck of the group development, achieve the strategic target of expanding the market to the country in 3 to 5 years and keeping the annual growth rate more than 30% a year become an urgent problem for the business group to solve.Using the case study method and literature research, this paper shows the problems of financial control through the analysis of the S business group such as a low-level returns on investment, the inaccurate financial information, the confusion of asset management and the out of balance of cash management. In view of the above-mentioned problems of S business group, this paper analyzed the cause of these problems is the unreasonable financial control architecture, the system of budget management is not for dynamic management, the lack of system construction and the audit supervision does not reach the designated position. This paper also put forward the financial control system design scheme. First is building up the organizational structure of accounting information system in order to realize the effective control of the financial personnel; second is building up the system of budget management andrisk pre-warning in order to achieve the effective control over business; third is building up the system of cash management to realize the effective control of investment and financing activities. Finally, this paper expounded the safeguard measures needed to carry out the financial control systems mentioned above. The financial control system designed for S business group is aimed at providing the solutions for the problems in the development of S business group and helping the business group to achieve the established strategic objectives.Financial control system has no fixed pattern, also there is no template suitable for all the unity of the business group. The only way to promote the development of the business group is building a set of suitable financial control system according to the actual circumstances of the enterprise and combining with the advanced management theory.
