Food safety is related to people’s livelihood, and the important policy objective of the party and the government, and the event people concerned about. From 2009 to 2016, the eight consecutive years’ work reports of the State Council listed matters people are not satisfied with, which included food safety each year. The circulation is the hard-hit area of food safety issues. In order to reverse the grim situation of food safety in China, the State Council launched the reform of food safety supervision system in 2013, which focused on building a unified and authoritative food safety supervision system from the central to local until the grassroots level. According to the requirements of the reform, the food safety supervision functions of the circulation were transferred from the Administration for Industry and Commerce to the newly formed Food and Drug Administration. During the reform of food safety supervision system, the food safety supervision of circulation has experienced a series of major changes from the supervision authorities, supervision methods to the supervision philosophy, resulting in many new situations and new problems. Based on such a background, my dissertation combined with the research achievements of domestic and foreign scholars on food safety supervision, followed the principles of the Asymmetric Information Theory and the Government Regulation Theory, synthesized the methods of comparison, history analysis and literature research, analyzed the situation and existing problems of food safety supervision of circulation in E City, learned the advanced experiences of other cities, and put forward the pointed measures for solution, so as to provide some reference for the reforms of food safety supervision system which is carrying on and will continue to carry on.First, the dissertation investigated the situation of food safety supervision of circulation in E City, collected and collated the data about food operators, supervision resources, sampling inspection, case investigation and daily supervision, analyzed the above data preliminarily, showed the status quo of food safety supervision of circulation in E City completely and concretely.Then, the dissertation studied the problems of food safety supervision of circulation in E City in depth, summed up the problems of E City such as lack of supervision resources, single supervision method, weak technical capacity, backward supervision philosophy and mechanism, relevant laws and regulations and law enforcement is not perfect, and made a specific analysis of the problems emerging during the reform of food safety supervision system in E City. Through the in-depth analysis of the above problems, it found out the causes such as the current problems of food safety supervision was determined by economic development stage and development model, information asymmetry of food safety supervision of circulation, investment assurance mechanism of supervision was not perfect, the capacity of the supervisors needed to be strengthened.Finally, the dissertation researched on the advanced experiences of food safety supervision of circulation in Guangzhou and Huizhou City, and learned from the experiences according to the actual situation of E City, and provided some countermeasures such as to rationalize the food safety supervision system further, to establish and improve the food safety supervision mechanisms, to promote the modernization of supervision, to strengthen the construction of the supervision team, and to improve relevant laws and regulations system.
