Our country has been executing the moderate and loose monetary policy for a long time, which promotes the econom ic development while also brings hidden trouble to the econom y. On the other hand, th ere are lots of capital of s tate-owned enterprises remaining idle at pres ent stage, so how to m ake the capita l run effectively and to a certain ex tent avoid unnecessary loss becom es an im portant problem hurry to be dealt with. During solv ing the problem and trying to realize the maintenance and appreciation of state-owne d enterprise capital, the problem of inadequate policy manners caused by lack of funding will also be solved. This paper takes the state-owned enterprise capital management as the main line and further analyzes the current s tatus of th e state-owned enterprise capital managem ent. Through the analysis of the state-owned en terprise capital management system, it also studies problem s of state-ow ned enterprise capital m anagement when fully support the fiscal policy and make up for the lack of financial capital.Through the analysis of the selected topic, the author puts forward the necessity and feasibility of strengthening the state-owned enterprise capital managem ent under the current econom ic situation, furt her analyzes the problem of using state-owned capital as financial capital sup plement. From the per spective of economic development dilemma caused by the current fiscal policy and taking the support of the state-owned enterprise capital management towards fiscal policy and supplement to financial capital as the obj ect of study, this ar ticle can be m ore vividly reflects the current m utually beneficial and symbiotic relationship between capital of state owned enterprises and financial fund. Secondly, the author points out theoretical significance and realistic meaning of this d irection of research. In addition, he also puts forward how to act ivate the existing cap ital of state owned enterprises and promote the implementation of fiscal policy at the same time..Based on further summary and reflection on how the study of dom estic scholars on the current fiscal policy and fiscal fund use and how the policy and fund prom ote the development of economy, this paper proposes a solution, that is, making full use of the state-owned enterprises’ capital, taking market-oriented capital m anagement measures and m aking the state-owned ente rprise capital management system the supplement to the function of fiscal expenditu re. In addition, based on the study on the current state-owned enterprise capital m anagement system, the au thor summarizes the trad itional system and m ode of state-owned enterprise capital management.Current status of state-owned enterp rise capital m anagement. This paper studies the function and m anagement status of capital of state-owned enterprises in fiscal expenditure and then put forward that the state-owned enterprise capital management should not only for the purpos e of appreciation and m aintenance of value but undertake a more important task to make up for the insuf ficient of financial capital in prom oting economic development. The possibility of state-owned enterprise capital management system in acting as the supplem ent of the fiscal expenditu re. Making state-owned enterprise capital supplies fiscal spending can activate the state-owned capital and avoid crowding-out effect caused by the pure financial expenditu re so as to better arouse th e enthusiasm of private capital investment and promote economic development. Some suggestions on the policy of state-owned enterprise capita l management system’s supplying fiscal expenditure. This part mainly includes two aspects: in the concrete implementation aspect, state-owned enterprises capital shou ld make full use of its own nature in policy and capital and organize the implementation of some projects which financial capital should not interfere too much. And in the aspect of ri sk prevention, making state-owned enterprises capital which dir ectly ruled by SASAC be tested on the market can better adop t market-oriented risk prevention m easures and reduce th e risk of capital loss and repetitive construction.In conclusion, Based on the previous part, the author points out that we should better manage state-owned enterprises’ capital and increase the lev el and efficiency of management. Besides, the author relate s the state-owned capital investment with fiscal capital and reaffirm that both of them can supply each other and also point out some problems needed to be aware of and offer some suggestions.
