The Study Of The Path SOE Developing The Mixed Ownership Economy

Since the reform and opening up in 1979,China’s development of mixed ownership economy reform has never stopped.And,through continuous exploration,our country has made gratifying achievements in the development of mixed ownership economy.The development of mixed ownership economy in our country is divided into three stages.The first stage is from 1979 to 1992.This stage is mainly to establish the responsibility of enterprises and expand the rights of enterprises operating independently.The second stage is from 1992 to 2002.This stage is mainly to solve the problem of enterprise structure which is not reasonable and the mechanism is not flexible.In state owned enterprises,the reform of shareholding system is carried out,which provides power for the development of state owned enterprises.The third stage is from 2002 to the present.This stage is mainly to establish the modern enterprise management system of "three unified,three combination",establish the responsibility of the investor,safeguard the rights and interests of investors,adjust the industrial structure of state, owned enterprises,accelerate the transformation of the shareholding system and establish a standardized system of the board of directors.In the third Plenary Session of the 18 th CPC Central Committee,the party will develop the mixed ownership economy into the national strategy,marking China’s economic reform has begun to touch the level of enterprise property rights and ownership.The following aspects have provided the direction for the reform of state,owned enterprises.the development of mixed ownership economy,encouraging non,public economy to participate in the reform of state,owned enterprises,encouraging the diversification of property rights,the enterprises of the industrial structure optimization,encouraging employee stock ownership and the establishment of modern corporate governance system.The report of "Opinions on the development of mixed ownership economy of state, owned enterprises" details the development of mixed ownership economy measures,but also put forward new requirements for the development of state,owned enterprises.A new round of reform in the development of mixed ownership economy has been placed in an important position,which is not only to rectify the mistakes of the past,but also to determine the direction of future development.With the introduction of the "opinions",a number of provinces and municipalities have formulated the development of mixed ownership economy related policies and required local governments in accordance with the relevant policies of the development of mixed ownership economy.However,there is no specific development of the path of mixed ownership economy.Taking this as a starting point,this paper puts forward the way to promote the development of mixed ownership economy.Although the SASAC supervision of enterprises in Hebei Province have been actively respond to the call of the country,but there are still some problems.For example,administrative intervention,private enterprise strength weak,the loss of state,owned assets and so on.These issues are restricting the development of the provincial SASAC supervision of enterprises.During the two sessions in 2016,the "supply side structural reform" is the high frequency vocabulary.The government put forward the supply side structural reforms both to do addition and subtraction. "Capacity,Inventory,Ieverage,Cost,Short board" is the most important part of the supply side of structural reform,and the main capacity object is the production of state,owned enterprises.State owned enterprises currently exist serious problems of low profitability,high debt ratio,excess capacity.This also shows that the development of mixed ownership economy has become the inevitable choice of state,owned enterprises.Through the summary of basic situation and existing problems of Hebei Province SASAC supervision of enterprises with mixed ownership economy development and the analysis of relevant policies of the development of mixed ownership economy introduced by the domestic provinces(cities) and the analysis of policy "on deepening the reform of local state,owned enterprises" published by Hebei province,this paper propose the path selection for the development of mixed ownership economy under the current situation.The first part mainly introduces the related theory.Elaborate the mixed ownership economy connotation and the related equity theory,property right theory,institutional change theory,the significance of mixed ownership economy and the development of mixed ownership economy etc.Through the introduction of a number of case to analyze the summary of which can be used for reference.The second part introduces the relevant policies of the development of mixed ownership economy.Analyze the relevant policy have been published on the specific development of mixed ownership economy and make the choice of the path on how to develop a mixed ownership economy.These pathways include enterprise classification,property rights reform,enterprise stratification,employee stock ownership plan etc.The third part briefly introduces the basic situation of the development of mixed ownership economy of Hebei province SASAC supervision enterprise’s development.Through analysis of the development of mixed ownership economy situation of Hebei Iron and Steel Group,this part put forward alternative path to promote the healthy development of mixed ownership economy to provide reference for the development of a mixed ownership economy of Hebei province SASAC supervision of enterprises.This paper is not only the thinking result of development of the mixed ownership economy of state,owned enterprises of the author,but also the efforts of the author in the hope of better development of the state,owned enterprises.
